Ms. Nguyen Thi Tuyet (character's name has been changed) reflected that in some communes after the merger in the province, there is currently the arrangement of chief accountants or accounting managers of the Commune People's Committee who are civil servants under the People's Council of the commune on the same occasion.
According to her, this is done based on Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government.
The document stated a temporary orientation on the arrangement of staff, which stipulated that 2 Committees of the People's Council of the commune will include: 2 Heads of Committees appointed by members of the Standing Committee of the Commune Party Committee, 2 Deputy Heads of the full-time Committees and 2 civil servants.
"Does that affect the functions and tasks of the People's Council? Is it reasonable and in accordance with legal documents to arrange like that?" - she wondered.
Regarding Ms. Tuyet's reflection on her petition, the Ministry of Home Affairs responded on the Electronic Information Portal.
In Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels, a number of contents on the arrangement of staff for commune-level administrative units were oriented, including determining the staffing framework and criteria for determining the staffing of commune-level cadres and civil servants;
At the same time, the Provincial People's Committee is assigned to manage and allocate civil servant positions at commune-level authorities from the total number of positions assigned by competent authorities in accordance with the plan to arrange administrative units, the actual situation of the locality, ensuring balance between communes, meeting work requirements and completing assigned tasks.
Therefore, in case there are difficulties and problems in the process of performing tasks assigned by competent authorities, civil servants are requested to report to the competent authority in the locality where they work for answers according to regulations.
Accordingly, the Ministry of Home Affairs recommends that you contact the local authorities for answers according to regulations.
