Voters in Dong Nai province reflected: Currently, some areas within the bauxite planning scope have been identified for many years but have not implemented specific projects, leading to a situation where people in the planning area cannot build or renovate houses, cannot be granted land use right certificates, cannot change land use purposes or mortgage loans, directly affecting their lives, livelihoods and economic development orientation.
Voters requested the Ministry to promptly review, adjust, and clearly announce the scope and progress of bauxite planning implementation; in case the project does not have a specific implementation roadmap, consider removing these areas from the planning, creating conditions for people to stabilize their lives, feel secure in investing in production and developing the economy sustainably.
Regarding this proposal, the Ministry of Agriculture and Environment said:
Botit is a strategic and important mineral. Bauxite investigation, exploration, exploitation and processing activities in Dong Nai and the Central Highlands are identified by the Government as important national mineral projects, with strategic significance in socio-economic development, ensuring national defense - security and environmental protection.
Regarding the work of establishing and managing bauxite planning: According to the 2010 Mineral Law:
The Ministry of Agriculture and Environment (formerly the Ministry of Natural Resources and Environment) shall establish and submit to the Prime Minister for approval the basic geological investigation plan on minerals;
The Ministry of Industry and Trade shall prepare and approve the Planning for exploration, exploitation, processing and use of minerals for the period 2021-2030, with a vision to 2050, including the zoning of bauxite resources in the Central Highlands (Lam Dong - Dak Nong - Gia Lai).
According to the 2024 Law on Geology and Minerals, the Government assigned the Ministry of Agriculture and Environment to prepare and submit for approval the group I mineral planning.
Currently, the Ministry is coordinating with the Ministry of Industry and Trade and the People's Committees of provinces to review, update and adjust the planning of alumina mining and processing projects, and at the same time integrate them into the Provincial Planning and the National Land Use Plan for the period 2026-2035.
Therefore, the process of reviewing and adjusting the planning requires close coordination between localities to determine the priority order of resource use and ensure consistency and synchronization between mineral, land and forestry resources with environmental protection and sustainable development.
