On November 18, the People's Committee of Vung Tau City organized the forced eviction and relocation to reclaim an area of about 38,800 square meters in the Back Beach area, to ensure the progress of the urban beautification project with a total investment of more than a thousand billion VND.
The urban beautification project, which includes two main items: upgrading the technical infrastructure of Thuy Van Street and building Thuy Van Park on a total area of 19.2 hectares, was started on October 28. The project was invested with about 1,094 billion VND, aiming to be completed within about 180 days (before April 30, 2025), but to date the project site has not been fully handed over.
Mr. Hoang Vu Thanh - Chairman of Vung Tau City People's Committee - said that before organizing the enforcement, the locality had completed all procedures such as dialogue, recording opinions, resolving complaints... of units according to regulations.
The implementation of compulsory land acquisition is necessary, because if not implemented, it will affect the progress of the urban renovation project in the Bai Sau area.
Currently, on the land area subject to enforcement and relocation, there are many assets including hotels, villas, swimming pools, restaurants, warehouses... belonging to two enterprises: Hai Duong International Tourism Joint Stock Company and Vung Tau International Tourism Joint Stock Company.
The local government mobilized many forces including police, militia, specialized departments, Ward 8 People's Committee, and a large number of workers and cargo trucks to enforce, seal and remove assets.
Previously, in working sessions with local authorities, the two enterprises agreed to hand over the land, but requested a document and decision to reclaim the land for the right users (these two enterprises), to ensure the rights of shareholders and workers.
According to the review of functional units, these two enterprises do not have the State's decision on land allocation, land lease... so they are not the subjects assigned land use rights by the State, do not meet the conditions for land recovery according to regulations... These contents have been informed to enterprises through working sessions and dialogues.
