Land is a valuable asset for farmers, associated with production and livelihood. However, in some suburban areas of Hanoi, agricultural land is being seriously encroached. The fields were leveled to build illegal factories, camps, and houses.
The reporter went to Sieu Quan village, Dai Thanh commune, which is considered a "hot spot" for buying and selling rice fields by real estate brokers, promising quick profits.
Following a small road cut into a wide field in Sieu Quan village, mixed with fish ponds and rice fields that are still being cultivated, as soon as a strange car appears, people immediately approach to sell the land. The phenomenon occurs naturally and familiarly, as a daily activity, showing that the purchase and sale of agricultural land here seems to have become normal.
Many people said that the houses built on agricultural land in Sieu Quan village have mostly only appeared for about 5-6 years. However, to be able to build smoothly, the landowner not only needs money to buy land but also has to pay additional unnamed fees.
An agricultural land broker named Ninh took reporters to see some flat-paved, concrete-paved plots of land surrounded by fences in the village's fields. According to Ninh, most of the vacant land in this village is agricultural land, but people still build it normally.
"You look at it, there is no problem with houses growing consecutively. The transaction price is around 13-15 million VND/m2" - Ninh said with a confident voice.
Despite being named rice fields, many plots of land have basic infrastructure, just waiting for customers to decide to buy. To successfully turn agricultural land into factories and illegal houses, the land brokers here do not hesitate to present many "cenarios" of circumventing the law.
If customers want to build a 1-storey house with an additional attic, according to Ninh, they must "make the law" from the beginning. Initially, an assembly model was built, then a solid one was built. "Regularly, it is called law evasion. Depending on the relationship, if the relationship is good, building it is not difficult" - Ninh frankly shared.

Another broker named Dung, also a local, affirmed: "Safety is still a stretch, but saying it's easy is still easy. The important thing is how to do it. If you buy here, let us take care of it.
Continued to be led to another plot of land located deep in a small alley, with a frontage of about 16m and a depth of 12.5m, Dung told reporters that the "hiding" plots of land in residential areas will be more favorable for construction and less noticeable than the plots of land left in the fields.
According to the land brokers, construction must follow a "common process" to avoid risks. The rice fields in the residential area are surrounded by corrugated iron and built inside. As for the land outside the fields, it is only necessary to fence off, place containers or build a house to assemble, then leave it for a while before gradually starting construction.
Ninh explained that the locality currently has a new government and cadres after the merger of administrative units, everything is not "broken", so construction must be more careful than before.
Notably, after many discussions, when the reporter expressed interest in a plot of land that had been paved with concrete and fenced off, a local resident suddenly revealed: This plot of land is actually under the planning area.
This important information was absolutely not mentioned by brokers during the consultation process. Because their only goal is to close the transaction, while all legal risks are pushed towards the buyer.
Behind the offers of easy to buy, easy to do, easy to make a profit are cold calculations. When the money is in hand, brokers and sellers are willing to withdraw, leaving buyers face the risk of enforcement and recovery, while agricultural land continues to be "ripped off" and deformed every day.
Regarding the situation of illegal bidding and construction instructions in Sieu Quan village, Lao Dong Newspaper reporters have scheduled a meeting with the People's Committee of Dai Thanh commune.
A representative of the commune government said that most of the agricultural land in this area is in the planning of the Olympic Sports Urban Area project and people need to be very careful with advice on buying and selling rice fields to avoid falling into a long-term legal risk trap.
