The Ministry of Justice has just publicly disclosed the Appraisal Dossier for the draft Law on Housing (amended). In the document submitted for appraisal, the Ministry of Construction had a Report dated September 9 on summarizing the implementation of the Housing Law in 2023.
Regarding social housing development, the Ministry of Construction said that, accumulated to date, there are 903 social housing projects being implemented nationwide with a scale of 856,368 units, with a total investment of about 790,942 billion VND.
Of which, 301 projects have been completed, with a scale of 201,482 units, with a total investment of about 186,089 billion VND; 314 projects have started construction and are being implemented, with a scale of 356,395 units, with a total investment of about 329,116 billion VND; 288 projects have been approved for investment policy, with a scale of 298,491 units, with a total investment of about 275,686 billion VND.
Accordingly, the number of projects completed, started, and approved for investment policy to date has reached 85% compared to the target set in the Project of 1 million social housing apartments. Some localities have a large number of projects and apartments started such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Thai Nguyen, Hung Yen, Bac Ninh, Khanh Hoa, Dong Nai.
Regarding the results of social housing development of the Ministry of Public Security and the Ministry of National Defense, the Ministry of Public Security has issued decisions approving investment policies and assigned investors with a total of 21 housing projects for the armed forces of the People's Police, with a total of about 22,780 apartments.
As of February 28, 2026, the People's Committees of provinces and centrally-run cities have agreed with the Ministry of Public Security on a total of 56 land locations for housing development for the armed forces of the People's Police without using public investment capital, with a scale of about 220.9ha of land, expected to provide about 49.730 apartments.
In which, Hanoi has 27 land locations, with a scale of about 140ha of land, meeting about 24,800 apartments. The Ministry of Public Security has organized the commencement of 9 projects, with a total of 7,257 apartments. Ho Chi Minh City has 11 land locations, with a scale of about 18.6ha of land, meeting about 8,630 apartments. The Ministry of Public Security has organized the commencement of 3 projects, with a total of 1,783 apartments.
In the remaining 32 provinces and cities, 18/32 localities have agreed to arrange 18 land plot locations, with a scale of about 62.3ha of land, about 16,300 apartments. The Ministry of Public Security has started construction of 2 projects in Khanh Hoa and Bac Ninh provinces, with a total of 2,410 apartments.
Regarding the allocation of land funds for social housing development, summarizing reports from localities shows that so far, about 1,965 locations have been planned nationwide with a scale of 8,818ha of land for social housing.
Accordingly, most localities have allocated enough land funds to develop social housing. Many localities have paid attention to allocating social housing land funds in convenient locations, near urban centers, industrial parks, ensuring to meet technical infrastructure and social infrastructure such as Dong Nai (1,723ha), Hanoi (1.346ha), Bac Ninh (754ha), Ho Chi Minh City (551ha), Tay Ninh (508ha)...
Regarding lending, from the beginning of 2021 to now, the Vietnam Bank for Social Policies has disbursed a total of 24, 299 billion VND to more than 50,000 customers. Outstanding loans as of February 28, 2026 reached 20, 937 billion VND with more than 52,000 customers still having outstanding loans.
As of July 31, 2025, policy credit capital for the social housing program under Decree No. 100/2024/ND-CP has contributed to helping more than 14,000 customers buy and rent social housing and more than 41,000 customers borrow capital to build new, repair, and renovate houses. Thereby, contributing to helping families have housing, stabilize "settlement and career", feel secure in labor production, develop the economy, and contribute to the implementation of the National Housing Development Strategy for the period 2021-2030, with a vision to 2045.
