For example, in Dong Anh district, the Thang Long Green City social housing project at plot CT3 - Kim Chung New Urban Area has just started construction in early March 2025. The selling price of this new social housing area is about 18.4 million VND/m2 (including 5% value added tax and 2% maintenance fee).
With the above unit price, apartments with an area of 49.8 m2 cost about 916.3 million VND/apartment. The largest apartment of 64 m2 costs about 1.2 billion VND. The project is expected to be completed in the fourth quarter of 2026.
Previously, in December 2024, the social housing project in Uy No commune (Dong Anh district) was also started with 4 9-storey blocks of houses, providing 466 apartments for low-income people and officers and soldiers of the armed forces in Hanoi.
This is the first social housing project of Corporation 319 - a company under the Ministry of National Defense, expected to be completed in October 2026.

Not only starting construction, social housing projects in Ha Dong and Long Bien districts (Hanoi) have recently announced that they are eligible to open for sale apartments for rent after 5 years. This information is receiving the attention of many people and investors as the selling price of inner-city apartments is constantly climbing.
For example, in Ha Dong district, Phu Lam Social Housing Project (Phu Lam ward) invested by Hai Phat Investment Joint Stock Company is eligible to receive applications to buy social housing after 5 years of lease.
This project includes 5 buildings with 18 floors, 1 basement with a total of 1,902 apartments. The number of social housing apartments for rent and sale is 408, with an area of 48-69 m2. The selling price does not include 5% value added tax and 2% maintenance fee of more than 13.6 million VND/m2.
Next is the CT2A high-rise apartment project in Thach Ban Residential Area (Thach Ban Ward, Long Bien District) invested by the Ministry of National Defense's Housing and Urban Development Investment Corporation with a total of 414 apartments.
The Hanoi Department of Construction said that the project has been allowed to receive applications for social housing after 5 years of lease. The number of social housing units opened for sale (after 5 years of rental) this time is 82 apartments with an area of 69.03 - 69.94 m2 with a provisional selling price (including 5% value added tax, excluding maintenance costs of 2%) of 12.3 million VND/m2.

According to the 2021-2025 plan, the Government has assigned Hanoi the goal of building 18,700 apartments, of which 16,000 apartments need to be completed.
By the end of 2024, Hanoi City had completed and handed over 11,330 units. In 2025, Hanoi plans to complete an additional 4,670 apartments from 8 investment projects, meeting the targets assigned in Decision No. 444/QD-TTg of the Prime Minister.
Many real estate experts say that to supplement social housing funds and serve low-income people, Hanoi City must continue to review land funds and propose new social housing construction plans.
At the same time, review and adjust the planning to supplement land funds in sync with trade union institutions, serving the housing needs of low-income people, workers and laborers.
