Proposal for 6 resettlement areas
The Hanoi Department of Planning and Architecture has just sent a document to the Hanoi People's Committee on the resettlement arrangement location when site clearance (GPMB) is carried out to serve the implementation of 2 construction investment projects: Hanoi International Sports Urban Area (Olympic) and National Highway 1A in Thuong Tin commune.
This unit said that it has received document No. 1322/UBND-KT dated May 23, 2026 of Thuong Tin Commune People's Committee on reviewing needs and proposing resettlement locations when site clearance to serve the implementation of the above 2 projects.
In this document, Thuong Tin Commune People's Committee said that with the Hanoi International Sports Urban Area Project, the number of households needing resettlement is about 600 households.
Thuong Tin Commune People's Committee proposed in 2 areas including: Nhan Hien area with an area of about 4.81ha and Thuy Ung area with an area of about 5.95ha (expected to use 80% of the resettlement fund to serve the project).
With the National Highway 1A construction investment project, the number of households needing resettlement is about 750 households.
Thuong Tin Commune People's Committee proposed in 4 areas including: Thuy Ung area mentioned above (expected to use 20% of the remaining resettlement fund); Van Giap - Van Hoi area with an area of about 9.43ha; using surplus resettlement quotas at 2 resettlement locations for people in Nhi Khe village, Tran Phu village and Van Phu to serve site clearance for the high-speed railway construction project on the North-South axis (location has been approved by the City People's Committee in document No. 14376/VP-ĐT dated September 11, 2025); using surplus resettlement quotas at Van Binh location to serve site clearance for the Ring Road 4 project and the Ring Road 4 intersection with the Phap Van - Cau Gie expressway (resettlement area has been invested in infrastructure; surplus reserve resettlement land fund).
Create consensus among the people
The Department of Planning and Architecture said that the Thuong Tin Commune People's Committee's proposal to arrange resettlement locations in Thuy Ung, Nhan Hien, and Van Giap - Van Hoi areas is basically consistent with the land use function according to the zoning planning orientation (land function of residential groups) and can be considered for approval (specifically for Thuy Ung area, it is necessary to allocate at least 1.41ha as urban green land).
The above locations are outside the boundaries of the Hanoi International Sports Urban Area Project.
Regarding the proposal to use the surplus resettlement land fund of resettlement locations to serve site clearance for the Ring Road 4 Project and the Ring Road 4 intersection with the Phap Van - Cau Gie expressway and the North - South high-speed railway construction project, it is considered and agreed upon" - the Department of Planning and Architecture said.
Based on the above reports, the Department of Planning and Architecture reports to the City People's Committee to consider and agree on the policy of resettlement locations to serve site clearance for the Hanoi International Sports Urban Area Project and the National Highway 1A construction investment project as proposed by Thuong Tin Commune People's Committee.
The specific scale and boundaries of the land plots will be determined in the planning stage, construction investment projects approved by competent authorities, in compliance with current regulations of the City and the State, ensuring to meet the right and sufficient needs and not overlapping with other projects.
Thuong Tin Commune People's Committee is responsible for deploying the preparation, appraisal, and approval of the Detailed Plan, scale 1/500 or total ground plan for resettlement land; ensuring the protection corridor for technical infrastructure lines; having roads to connect traffic, synchronizing the technical infrastructure and social infrastructure system in the area, avoiding creating interspersed land funds; ensuring environmental safety distance requirements.
Along with that, organize propaganda and dissemination to create consensus among the people, ensuring feasibility in the relocation process to serve the implementation of the Hanoi International Sports Urban Area Project and the National Highway 1A Construction Investment Project.
