The Ministry of Construction is drafting a National Assembly Resolution to pilot a number of specific mechanisms and policies for social housing development.
Article 9 of the draft stipulates the rental of social housing for enterprises, cooperatives, and cooperative unions in industrial parks (hereinafter referred to as enterprises).
Accordingly, enterprises are allowed to rent social housing from investors to build social housing for individuals who are their employees to live in.
Enterprises are not allowed to lease to organizations or individuals who are not their employees.
Explaining this proposal, the Ministry of Construction said that according to current regulations, organizations are not allowed to rent social housing from investors to individuals who are their employees to live in.
Clause 7, Article 78 of the Housing Law 2023 only stipulates that enterprises are allowed to rent worker accommodation in industrial parks to individuals who are employees in their enterprises or organizations to rent them out, but does not allow the above enterprises or organizations to rent social housing for their employees to live in.
Many workers in industrial parks are unable to buy social housing, do not have enough money to rent commercial apartments at high prices... so they have to rent houses built spontaneously by people, which are four-room level rooms with each room only about 9m2 - 10m2, lack of clean water, polluted environment, high rental prices, no social infrastructure, technical infrastructure leading to not ensuring the quality of life of workers.
Many businesses - especially large enterprises, enterprises with foreign investment capital in industrial parks - want to rent social housing to proactively provide accommodation for their employees but are not eligible to rent social housing.
To solve the housing needs of workers and laborers in industrial parks, it is necessary to have policies allowing businesses to rent social housing from investors to individuals who are their own workers to live in. Allowing businesses to rent social housing from investors to their individual employees will facilitate production.
Typically, many manufacturing enterprises outside industrial parks do not have land to build workers' accommodation.
The fact that businesses proactively rent social housing to arrange for workers shows the concern, solidarity, and responsibility of businesses towards workers, facilitating the attraction of qualified workers to work for businesses. Enterprises representing social housing rental entities will be facilitated in management, taking responsibility, and proactively controlling their workers living in social housing projects.
Workers' accommodation in the new industrial park is mainly supported for single workers and laborers. However, for workers whose families do not have the conditions to buy social housing, businesses can rent social housing to ensure accommodation and work with peace of mind.
