Speed up the resettlement progress for people
In 2008, Quang Nam province issued a decision to reclaim more than 262 hectares of land in Tam Quang and Tam Nghia communes (Nui Thanh district) to build Ky Ha Port Administrative Area, also known as the Free Trade Zone Phase 1. After the land was allocated, the project... has been inactive for the past 17 years.
As a result, hundreds of households in the planning area fell into a situation of tears and laughter: No red books, no new construction, no transfer or mortgage. Infrastructure is degraded, temporary life has lasted for many generations.
Faced with this situation, the People's Committee of Nui Thanh district recently officially proposed that the Provincial People's Committee cancel the decision to reclaim land, so that people can restore their legal land use rights. This proposal was approved by the Management Board of Economic Zones and Industrial Parks of Quang Nam province.
In Duy Nghia commune (Duy Xuyen district), the fishing village residential area project was approved for planning in 2008 with a scale of 721 hectares, affecting more than 1,300 households. However, so far, only about 100 households have been resettled.
Similarly, the Nam Hoi An Resort project, located in Duy Xuyen and Thang Binh districts, was approved in 2011, with a total area of 985 hectares. Currently, the project implementation progress is too slow, causing hundreds of households to be "stuck" in dilapidated houses, waiting to collapse.
"The locality and people hope that the project will be implemented soon and synchronously. Complete each project and then move to another project, so as not to affect people's lives. Currently, resettlement areas have been built for a long time but lack infrastructure, there are no red books, people cannot truly settle down" - Mr. Diep Tan Luc - Chairman of Duy Nghia Commune People's Committee said.
Faced with this inadequacy, the People's Committee of Quang Nam province has decided to stop implementing 3/5 resettlement projects including: Son Vien resettlement area, Duy Hai resettlement area (phase 2 and phase 3), invested by Ky Ha Chu Lai Quang Nam Company to hand over to Duy Xuyen district People's Committee to continue implementing, speeding up the resettlement progress for thousands of households.
Eliminate outdated plans
Not only in coastal areas, right in the administrative center of Tam Ky City - the capital of Quang Nam province - there are also a series of 1/500 planning projects that have lasted for more than 10 years but have not been implemented.
The People's Committee of Tam Ky City has proactively reviewed and proposed to completely handle 16 extended plans. For unfeasible plans, the locality proposed to cancel them; valid plans will be adjusted to retain the framework infrastructure.
This is one of the practical steps in the direction of the Quang Nam Provincial Party Committee: "Easy to do first, difficult to do later. Resolutely handle the revocation, but must comply with the law and ensure the legitimate rights of people and businesses".
Binh Dinh province is also strongly directing the transfer of projects from the district level to the provincial level to ensure implementation capacity and speed up the progress of key projects.
The Phu Hoa Lake Urban - Tourism - Culture - Sports Area Project (Quy Nhon) with a total investment of up to VND5,000 billion, on a scale of more than 300 hectares, has been "covered" for nearly a decade, and has now been restarted. The province requires relevant departments and branches to urgently complete the bidding documents, hoping to turn this place into a new highlight for Quy Nhon urban space.
Along with handling suspended projects, Quang Nam and Binh Dinh are tightening investor selection criteria. New projects must prove practical financial capacity, ensure progress and have complete technical documents from the beginning.
Land is a finite resource. We must give it to people with real capacity, we cannot let golden land go to waste while people lack residential land, businesses lack production space" - Chairman of Quang Nam Provincial People's Committee Le Van Dung emphasized.
