On July 18, Da Nang City People's Committee issued a decision to recover public housing for relocation and clearance in 3 apartment buildings: Hoa Cuong, Thuan Phuoc and Hoa Minh specialty forest.
Specifically including: 38 cases at Lam Dac San Hoa Cuong apartment building (Hoa Cuong ward), 187 cases at Thuan Phuoc apartment building (Hai Chau ward) and 55 cases at Hoa Minh apartment building (Thanh Khe ward).
The reason for the revocation is determined to be that these apartment buildings are in the area to be demolished, not ensuring safety for continued use according to the provisions of construction law.
Within 60 days from the date of receiving this decision, households are responsible for completing the handover of apartments, moving people and assets out of the apartment building to hand over land to management agencies.
To stabilize the lives of people affected by relocation, Da Nang City People's Committee has proposed two forms of resettlement including: continuing to rent social housing belonging to public assets or buying social housing in non-budget projects.
Initial statistics show that 101 households have registered to continue renting social housing belonging to public assets and 179 households have registered to buy social housing in non-budget projects in the city.
While waiting for resettlement housing arrangement or completing procedures for buying and renting houses, households will be arranged temporary accommodation at the Western and Western Expanded Dormitory Project (Hai Van ward).
In case of not temporarily residing in the dormitory, people will be considered for financial support to self-rent accommodation according to the current regulations of the People's Council and the City People's Committee.
In addition, households are also considered for support for travel expenses, temporary accommodation rental support and other support (if any) according to the approved compensation, support, and resettlement plan.
Da Nang City People's Committee assigned the Department of Construction to publicly post the decision on the unit's electronic information page; announce the list of non-budget social housing projects eligible for sale and guide people on the order and procedures for registration to buy.
At the same time, the Department of Construction is responsible for monitoring, urging, and inspecting the implementation process and summarizing problems to report to the City People's Committee for consideration and resolution.
People's Committees of Hai Chau, Hoa Cuong and Thanh Khe wards are responsible for posting decisions on the local information portal; coordinating with the Housing Management and Exploitation Center and related units to implement; propagating and mobilizing people to agree with the relocation policy, ensuring security and order in the area.
Da Nang Housing Management and Exploitation Center is assigned to prepare material facilities at the Western and Western Expanded Dormitory Projects to receive people to temporarily reside.
Within 7 days from the date of issuance of the decision, the Center must send documents to each household, survey the actual needs to implement the temporary accommodation arrangement plan.
For households registering to continue renting social housing belonging to public assets, the Center will review the existing housing fund to implement arrangements. In case there is no vacant housing fund, the unit is responsible for guiding people to temporarily stay in dormitories or implementing policies to support out-of-zone housing rentals.
For households registering to buy social housing outside the budget, the Center guides them to complete registration documents with the project investor and arrange temporary accommodation while waiting to receive the house.
After 60 days according to regulations, if any household does not comply with the handover of the apartment, the Da Nang Housing Management and Exploitation Center will summarize and complete the dossier to report to the Department of Construction to submit to the City People's Committee for promulgation of a decision on forced relocation according to the provisions of law.
