Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee - has just signed and issued a Decision approving the conversion of rice-growing land, protective forest land, and production forest land to other purposes to implement works and projects in the province.
According to the decision, the purpose of converting 33.6 hectares of rice-growing land, protective forest land, and production forest land to other purposes (including 32.71 hectares of rice-growing land; 0.64 hectares of protective forest land; 0.25 hectares of production forest land) is approved to implement 10 projects in Dien Bien province.
These projects will be implemented in Dien Bien Phu ward and the communes of Tinh Phinh, Sin Chai, Muong Pon, Sin Thau, Tuan Giao, Thanh Nua, Thanh Yen.
Among the works and projects approved for use change, some projects have large areas such as: Commercial residential area in Thanh Nua commune (Area A) with 24.23 hectares of rice land; Mo Phi 1 Hydropower Plant (sin Thau commune) converts 6.24 hectares of rice land; Outdoor sports area of Quai Nua commune (now Tuan Giao commune) converts 1.2 hectares of rice land.

The list also includes other essential infrastructure projects such as: Urban residential area, commercial service of residential groups 17, 18 Him Lam (Dien Bien Phu ward); Trung Thu Kindergarten (Sinh Phinh commune), Hau Chua - Lang Giang traffic route (sin Chai commune); renovation of 110kV Dien Bien Muong Cha line from column 68 to column 72 (Muong Pon commune); Ta Mieu traffic road to Km 5+900 of the border patrol road of Sin Thau commune...
The Provincial People's Committee also assigned the Department of Agriculture and Environment and investors to take full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee for the completeness, accuracy, and validity of records, documents, data, and internal tools to submit to the Provincial People's Committee for approval.
Investors are responsible for implementing the project in the correct approved location and area and completing legal procedures according to regulations.
The Department of Agriculture and Environment is responsible for directing its affiliated agencies and functional units to guide, inspect, and urge investors of projects to change land use purposes; carry out procedures for land allocation and land lease in accordance with regulations.
The People's Committees of communes and wards where there are projects must publicly announce the conversion of land use purposes and carry out land recovery and allocation in accordance with the approved planning and land use plan.
