According to the leader of the Department of Construction of Dien Bien province, after implementing the arrangement of administrative units (ADUs), there will be many cases where cadres, civil servants, public employees and workers have to change their workplace, leading to their current residence being far from the agency.
In many cases, they have owned houses but are far from their workplace, leading to housing difficulties that greatly affect their stability and dedication to work. Therefore, creating a housing demand for the above subjects needs to be considered for social housing support policies. The concretization of this policy is considered an important step to stabilize workers.

Currently, the Department of Construction has proposed a draft decision, clearly stating 2 conditions that need to be met to be able to buy and rent social housing in the province.
Accordingly, the location of the house under its ownership is outside the administrative boundaries of the commune/ward of the workplace and is outside the radius of 30km from the workplace.
The location of the social housing project that can be bought or rented is also within a radius of 15km from the working location.

Regarding the condition of "outside the radius of 30km", the leader of the Department of Construction explained that this is the shortest distance along the straight line (way of the bird) between the two points being the location of the owned house to the working location.
This method has the advantage of allowing calculations directly on the map, eliminating complex factors about terrain (river, mountain) or traffic (d round roads, bad roads) ...
In addition, the basis for choosing a " radius of more than 30km" because this distance is equivalent to about 35km if traveling by road is convenient and will be longer along unfavorable traffic routes.
The draft states that workers will take at least 50 minutes to travel by motorbike in one direction (at an average speed of 40km/h). Travel at least 70km back and forth every day; take a lunch break at work.
"Therefore, people in this condition will have a need for housing near their workplace, reducing costs, time and travel expenses" - the draft clearly states.

The leader of the Department of Construction added that for the condition that social housing must be within a radius of 15km, this condition is stipulated to limit the social housing that can be bought or rented to be located closer to the workplace than the owner's housing location.
This helps social housing policies to be addressed to the right subjects and needs for creating other housing (other than existing housing) near work locations.
It is known that Dien Bien has planned 12 land plots with a total area of nearly 30 hectares to build nearly 4,000 social housing units. However, up to now, the picture of social housing development in the province is still facing many difficulties, when no investor is "salty".
Recently, at the Conference of the Steering Committee on the development of social housing and the implementation of social housing policies, Mr. Tran Quoc Cuong - Secretary of the Dien Bien Provincial Party Committee proposed that the Department of Construction preside over and coordinate with the Department of Finance to advise on the development of a plan for the implementation of social housing in the province.
In particular, it is necessary to identify, classify, and concretize each type of social housing differently, and forecast new demand. At the same time, develop a plan for social housing land in the locality, and first renovate the surplus headquarters to convert them to houses and public housing.
