Currently, many key investment and infrastructure projects are being simultaneously implemented in Dien Bien province. However, site clearance work still faces many difficulties, affecting the project implementation progress.
To speed up progress, the Provincial People's Committee has directly decentralized the task of compensation and site clearance to commune and ward authorities.
Accordingly, the task of compensation and site clearance for programs and projects is transferred from the Provincial Land Fund Development Center to the Project Management Board and Land Fund Development and the General Service Center at commune and ward levels to receive and implement.
The decentralization is aimed at ensuring the maintenance of the implementation process and disbursement of compensation funds, not allowing site clearance work to affect the construction progress of projects.

According to Mr. Lo Van Cuong, Standing Vice Chairman of Dien Bien Provincial People's Committee, the handover must comply with the principle of "receiving the original state".
The receiving agency at the commune and ward level will inherit all tasks and funds under their management scope up to the time of receiving handover from the old agency.
For contracts being implemented, the handover process must ensure the maintenance of contract validity as well as the rights and obligations of the parties so that the new unit has a basis to continue implementation.
In particular, to avoid stagnation during the transition period, the head of the agency and the individual in charge of the old unit must coordinate to hand over fully.
Individuals signing labor contracts are not allowed to unilaterally terminate contracts or quit their jobs before completing all assigned tasks.

According to PV's investigation, there are currently 14 specific projects and tasks handed over to the grassroots level, including many key projects serving the socio-economic development of the locality.
The urban road project phase 3 of old Dien Bien district was handed over to the Project Management Board and Land Fund Development Board of Muong Thanh ward.
The macadamia intensive farming project in the old Tuan Giao district (phases 1, 2) was transferred to the Project Management Board and Land Fund Development of Chieng Sinh commune.
The 220kV Son La - Dien Bien power line project (the section in the old Muong Ang district) was transferred to the Project Management Board and Land Fund Development of Muong Ang commune.
Infrastructure of the traffic intersection of Doc Do area, Tuan Giao town was handed over to the Project Management Board and Land Fund Development Board of Tuan Giao commune.
Muong Nha Commune Inter-level Boarding Primary and Secondary School is also assigned to the Muong Nha Commune General Service Center for management.
The decentralization and direct assignment of compensation and resettlement support tasks to communes and wards is expected to help local authorities promote their role in sticking to reality, proactively reviewing and quickly resolving problems from the grassroots level, contributing to accelerating the progress of completing projects according to plan.
