Dong Nai needs to build about 150,000 social housing units
According to the Department of Construction, the whole Dong Nai province has 57 industrial parks, of which 42 industrial parks have come into operation. The total number of workers in industrial parks is about 680,000 people, of which the housing demand for workers is estimated at nearly 450,000 people and about 150,000 other subjects.
Thus, the total demand is up to 650,000 people, corresponding to the demand of about 150,000 social housing units to be built. However, by August 2025, Dong Nai had only completed about 12,000 social housing units, only meeting about 9% of actual needs.
Also according to the Department of Construction, through the efforts of Dong Nai province to develop social housing, the number of social housing has increased significantly. However, there are still some limitations such as: Social housing supply is still low, prices are higher than buyers' affordability, land funds allocated for social housing construction in urban areas are not enough, infrastructure is still not synchronous, the selection of investors in the early stages of 2021 and early 2025 is still slow. The main reasons are unattractive policies, delays in handing over 20% of social housing land in commercial projects, prolonged bidding procedures...
According to the Department of Construction, Dong Nai province aims to complete 65,000 social housing units by 2030. To achieve the above goal, the Department of Construction proposes to focus on implementing 5 groups of solutions: Propaganda, focusing on awareness, attaching responsibility to leaders; Planning and arranging favorable land funds, requiring commercial housing projects to reserve 20% of land for social housing development; Attractive incentive policies to attract social housing investors; Supporting people to access, borrow preferential capital, publicize approval criteria; Strengthening inspection, supervision, and handling of violations.
Therefore, Dong Nai proposed that the Central Government consider providing additional support on specific policies such as: Credit, tax, fee and have a mechanism to coordinate in shortening investment procedures for large-scale social housing development projects. Along with that, the business community accompanies the province to build Dong Nai into a settling, civilized and modern place.
Thousands of social housing units have been launched
Recently, 275 social housing units under the Residential Area and Resettlement Project in Phuoc Tan Ward were also confirmed by the Department of Construction to be eligible for sale. At the end of September 2025, Dong Nai continued to break ground on 7 social housing projects with a scale of thousands of social housing units.
In particular, in Trang Bom commune, the social housing project on a 3.5ha land plot is expected to provide about 900 - 950 apartments, providing accommodation for about 3,500 people. The goal of the project is to provide affordable housing for local people and workers in neighboring industrial parks, contributing to the implementation of local social security tasks.
In Phuoc An commune, 2 social housing apartment projects with a scale of nearly 3,300 apartments have also been started simultaneously, including: Social housing apartment project on 3.7ha land, with a scale of nearly 1,500 apartments with full amenities such as kindergarten, playground, parking lot, green tree system and social housing apartment project on 2.1ha land, with a scale of about 1,800 apartments with synchronous infrastructure such as community living area, trees, parking lot.
Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha emphasized that developing social housing, especially housing for workers and laborers with low incomes, is a major and consistent policy of the Party and State, deeply demonstrating the humanity of the political system towards the people. Resolutely grasping that spirit, Dong Nai province always identifies this as one of the key and important political tasks in the province's socio-economic development plan.
