The Government assigns the completion of 8,500 social housing units by 2030
On October 2, Mr. Nguyen Viet Hung - Deputy Minister of Construction chaired a working delegation of the Ministry of Construction working with the People's Committee of Quang Ngai province to inspect, urge, remove difficulties and promote the development of social housing.
According to Mr. Nguyen Huu Hong - Deputy Director of the Quang Ngai Department of Construction, the province was assigned by the Government to complete 8,500 social housing units by 2030.
Closely following the target, Quang Ngai has established a Steering Committee for social housing development; developed and issued annual and 5-year plans and targets for social housing development for the period 2026-2030; issued a plan to implement the project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period 2021-2030".

Along with that, the Provincial People's Council has issued regulations on the mechanism to support the implementation of social housing construction investment projects in the area. Accordingly, Quang Ngai supports 100% of compensation, support, and resettlement funds for site clearance and 70% of investment funds for the construction of technical infrastructure systems to attract investors to implement social housing projects in the area. This is considered an attractive level of support compared to neighboring localities.
In addition, the locality has included the social housing development target in the Resolution of the Party Congress for the 2021-2025 term and the local socio-economic development target system.
Mr. Hong added that Quang Ngai has planned 19 locations, with a total area of over 271 hectares to form a land fund to invest in building social housing. There are 7 housing projects and urban areas in the area that reserve 20% of land for social housing, with an area of over 26.6 hectares.
In 2025, Quang Ngai has completed and put into operation 144 social housing units (old Kon Tum province), under construction of 48 units; assigned the investor to 1 project with a scale of about 603 units, with a total investment of nearly 600 billion VND, expected to start construction in October 2025.
In the coming time, Quang Ngai will complete and put into operation 144 more units under construction; remove obstacles to start construction of 384 units in Phu My Urban Area in December 2025. Speed up the appraisal of the project investment proposal with a scale of 1,100 apartments, a total investment of 850 billion VND proposed by the investor in Tho Phong commune..
Clean land fund has not been created due to budget difficulties
Mr. Nguyen Huu Hong said that currently, the land fund for social housing development in the area has not been mainly compensated and cleared, while the provincial budget is still facing difficulties. Therefore, a clean land fund has not been created to attract investment and develop this type of housing.

The Quang Ngai Department of Construction recommends that the Ministry of Construction promptly advise the Government to issue a Decree amending and supplementing a number of articles of the Decree in the fields of housing and real estate business; Decree on the National Housing Fund in the direction of expanding and raising the income level to enjoy social housing policies.
At the meeting, Mr. Nguyen Viet Hung - Deputy Minister of Construction suggested that Quang Ngai proactively remove difficulties in planning, land, investment procedures and focus resources to complete the set goals.
In 2025 alone, projects in the list must be completed, localities need to coordinate to remove obstacles for investors. Regarding loans, the Ministry of Construction has assigned the Department of Housing and Real Estate Market Management to closely coordinate with localities to immediately remove difficulties and obstacles.
The Deputy Minister affirmed that the Ministry of Construction is committed to accompanying and focusing on removing all difficulties for localities in developing social housing.
