Key projects make their mark
Recently, in Yen My commune, Hoa Phat Yen My Development Joint Stock Company started an investment project to build a housing area for low-income people in Yen My II Industrial Park. This is an important project, expected to contribute to solving the problem of housing for thousands of workers.
According to Mr. Nguyen Hung Nam - Vice Chairman of the Provincial People's Committee, the implementation of workers' housing and social housing (NOXH) not only has the meaning of social security, but also directly realizes the major policy of the Party and State.
The People's Committee of Hung Yen province has also just announced information about the Social Housing Project in Pho Hien ward, calling on investors to participate in the implementation. This is a very large-scale project, with an area of 31.5 hectares, a construction floor area of about 500,000m2, and a total estimated capital of 7,000 billion VND. The implementation period is 5 years. According to the plan, in the period of 2021-2030, Hung Yen was assigned by the Prime Minister to build 42,500 social housing units. Of which, in the period of 2022-2025, strive to build about 13,100 units, in the period of 2026-2030, 29,400 units. In 2025 alone, Hung Yen must complete 1,750 apartments. To date, the province has completed 2 projects with 1,002 units; is implementing 4 projects with a scale of 3,588 units. In 2025, it is expected that 3 more projects with 2,097 apartments will be completed.

Removing bottlenecks to speed up social housing implementation
The Department of Construction of Hung Yen province informed that the implementation of social housing projects still faces many obstacles, especially in site clearance. Many localities have not been resolute and lack synchronous coordination from the commune to the provincial level, leading to delayed handling of complaints and disputes, affecting the project's progress.
Some large projects are still stuck in the planning stage. Typically, the project in Nghia Dan commune (area of about 35.1ha) does not have a zoning plan, but overlaps with the proposal of another enterprise that has been approved for planning funding since 2020. Or the project in the old Hung Yen city area (area of about 31 hectares) is in a key area that needs to be implemented early, but there is no general planning, no zoning plan, so investors cannot submit documents to request approval.
The existing land fund is also limited compared to demand. To remove difficulties, the Department of Construction said that Hung Yen province will focus on a number of key solutions. First of all, reorganize the Provincial Steering Committee for Social Housing Development to improve coordination efficiency. Next, the province will report to the People's Council to consider and issue regulations on the mechanism to support the implementation of social housing construction investment projects, based on Resolution No. 25/2024/NQ-HDND dated December 15, 2024 of Thai Binh (old) and Submission No. 209/TTr-SXD of Hung Yen Department of Construction (old).
