HCMC - The Xuyen Tam canal renovation project worth more than VND17,000 billion, affecting more than 2,230 households, is stuck in land clearance and needs to be completely resolved in November.

The Ho Chi Minh City People's Committee has just established a specialized Working Group and a Advisory Group to help resolve the issue of compensation, support and resettlement for the dredging, environmental improvement and infrastructure construction project of Xuyen Tam canal.

According to the issued decision, the specialized working group consists of 10 members, headed by Mr. Le Anh Tu - Deputy Director of the Department of Agriculture and Environment.

The working group consists of 11 members, led by Mr. Nguyen An Huy - Deputy Head of the Compensation and Resettlement Support Department of the Department of Agriculture and Environment.

The working group is responsible for comprehensively reviewing the problems and problems in each case and ward; determining the amount of work to be completed; proposing solutions to handle and implement in accordance with authority and legal regulations.

The working group must also develop a detailed implementation plan, clearly understand the responsibilities of each agency, and implementation roadmap, in order to promptly complete compensation and hand over the site for construction packages according to schedule.

Every two weeks, the Working Group reports the results and advises the Chairman of the City People's Committee to chair a meeting to direct the immediate handling of contents beyond their authority.

The goal is to complete all site clearance work in November 2025 according to the conclusion of Ho Chi Minh City Party Secretary Tran Luu Quang.

Xuyen Tam Canal is nearly 9 km long, flowing from Nhieu Loc - Thi Nghe Canal to Vam Thuat River, passing through An Nhon, Gia Dinh, Binh Thanh and Binh Loi Trung Wards. The main route is 6.7 km long; the additional branches are 2.2 km long.

The project has a total investment of more than VND17,000 billion, with compensation, support and resettlement costs alone accounting for about VND14,000 billion, with more than 2,230 households and organizations affected.

Currently, the XL-03 package has started construction since May 2025, passing through An Nhon and Binh Loi Trung wards.

Two major packages, XL-01 (from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge, including Cau Son canal) and XL-02 (from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including Binh Loi and Binh Trieu canals) have started construction in mid-November 2025.

Although construction has been implemented, the project still has many problems with the site. 43 cases under the XL-03 package must adjust their compensation plans according to the 2024 Land Law.

55 households that were once subject to clearance of the Binh Hoa Residential Area project have now been converted to the clearance of the Xuyen Tam canal project, so compensation plans must be supplemented.

394 households transferred real estate by handwritten documents and documents, causing difficulties in determining the origin to apply appropriate compensation policies.

Difficulties in resettlement policies: Forms of renting, leasing, purchasing social housing, minimum resettlement rates... still need to be unified and have specific instructions.

According to the plan, the entire Xuyen Tam canal renovation project must be completed in 2028.
