A project worth hundreds of billions of VND has not been completed for many years

According to the investigation of Lao Dong Newspaper, the Lam Son Town Urban Area Project, Tho Xuan District - Phase 2 was approved by the Thanh Hoa Provincial People's Committee for the results of selecting investors to use land in July 2019. The goal of the project is to concretize approved plans, meet the housing needs of people in the area, improve the quality of life, accelerate urban development and increase budget revenue.

The project has an area of about 10.4 hectares, including items such as leveling, traffic system, sidewalk, drainage, water supply, fire prevention and fighting, power lines, etc. The total investment is more than 148 billion VND, invested by Hano - Vid Real Estate Joint Stock Company (headquartered in Ha Dong district, Hanoi). The project implementation period shall not exceed 32.5 months, from the effective date of the contract until the parties fulfill their obligations according to regulations, the construction period shall not exceed 20.5 months. After approving the investor selection results, the People's Committee of Thanh Hoa province issued 2 decisions to allocate land to Hano - Vid Real Estate Joint Stock Company to implement the project. Phase 1 (February 2021) handed over nearly 83,000m2; phase 2 (July 2021) handed over more than 19,000m2 in Tho Xuong commune, Tho Xuan district.

A representative of the People's Committee of Tho Xuan district, Thanh Hoa province said that the project has been implemented for many years and has currently reached about 90% of the volume. However, the remaining part is still facing difficulties because people have not agreed on the land area of the stadium (in Huu Le 4 village, Tho Xuong commune), causing the project to not be completed.

People do not agree

Regarding the stadium area of the Lam Son Town Urban Area Project - Phase 2, according to Lao Dong Newspaper, from 2021 to present, many people in Tho Xuong commune have expressed their dissatisfaction and opposed the allocation of land to enterprises to implement the project.

Before the Lunar New Year and recently, many people have set up camps and hung signs at the stadium to protest the allocation of land for projects. According to the people, this soccer field has existed in the locality for about 50 - 60 years, and is a place for community activities and summer festivals. They said that the land allocation to enterprises took place without a public and comprehensive meeting. Therefore, when the enterprise brought machinery to level the ground, many people gathered to protest. Their wish is to keep the stadium as a place for entertainment.

Regarding the above incident, Mr. Pham Dinh Luc - Chairman of the People's Committee of Tho Xuong commune, Tho Xuan district, Thanh Hoa province confirmed that local people have gathered many times, reacting to the implementation of the project at the stadium. According to the adjusted plan, a part of the stadium area (about 900m2) will be used to build a 25m wide road. The remaining area, nearly 7,000m2, was built by the investor with a new soccer field with an artificial turf field, volleyball court, sports equipment, outdoor stage, operator and green tree system.

"Near the Lunar New Year, people continue to focus on protesting the project implementation by the construction unit. Immediately afterwards, the local government arranged forces to propagate and ask people not to gather in large numbers" - Chairman of Tho Xuong Commune People's Committee said.
