On January 4, 2026, Hanoi City People's Committee issued Decision No. 11/QD-UBND on issuing the Emergency Construction Order for the Ring Road 2.5 Construction Investment Project sections: Dich Vong - Duong Dinh Nghe New Urban Area (0.71km); Vu Pham Ham - Tran Duy Hung (0.6km); Nguy Nhu Kon Tum - Nguyen Trai (0.95km).
Construction locations are in Cau Giay, Yen Hoa and Thanh Xuan wards.
Investment in construction to handle bottlenecks and urgent traffic congestion; completing the transportation network, promoting investment attraction, contributing to creating a new face for the city along the route in particular and the whole city in general, contributing to the socio-economic development of the Capital in the modernization of the country.
In Yen Hoa ward, the local government identified site clearance (GPMB) for the Ring Road 2.5 Project as a key political task, requiring focused leadership and drastic and synchronous direction.
Emphasizing the task requirements in the coming time, Mr. Nguyen Quoc Khanh - Secretary of the Party Committee, Chairman of Yen Hoa Ward People's Council requested the Steering Committee for Site Clearance of Ring Road 2.5 Project to focus highly, implementing with the spirit of "if it is determined to be urgent, then action must be taken according to the emergency mechanism".
Yen Hoa Ward has also clearly identified the project implementation milestones.
Before February 28, 2026: Complete dossiers, prepare and approve plans for Trung Kinh Ha Pagoda, Trung Hoa temporary market, Tu Liem Urban Development Joint Stock Company, public land area managed by the Ward People's Committee; prepare and publicize draft plans for 74 cases that have confirmed land origin; complete plans for renovation and embellishment of landscape and space, build architectural management regulations on both sides of the road to carry out site clearance and seek opinions from departments and branches of the city according to regulations.
Before March 1, 2026: Complete payment of funds to support the relocation of graves for eligible cases; complete investigation records, confirm land origin for 136 cases.
Before March 5, 2026: Complete land origin confirmation for the remaining 230 cases.
Before March 10, 2026: Publicize the draft plan for rolling implementation; complete the investigation minutes, confirm the origin of the land to where, develop a draft plan to that point; organize a meeting of the GPMB Compensation Council to appraise the plan; strengthen the mobilization of people to hand over the site early.
In the third quarter of 2026: Strive to organize a lottery to arrange resettlement for eligible households according to regulations.
In addition, the Party Building Committee is assigned to proactively coordinate propaganda about resettlement areas, project planning; publicize documents of the City People's Committee related to resettlement land lots before February 28, 2026.
The Vietnam Fatherland Front Committee of the ward and socio-political organizations strengthen grasping the ideological situation and public opinion, promote mobilization work, and create consensus in the implementation process. The Military Command and Ward Police ensure security and order, and coordinate to confirm the origin of land and population according to regulations.
With the direct and comprehensive leadership of the Ward Party Committee, the synchronous involvement of the entire political system and the consensus of the People, Yen Hoa Ward is determined to complete the site clearance of the Ring Road 2.5 Project on schedule as assigned by the city, contributing to completing technical infrastructure and promoting socio-economic development in the area.
