The Dung Quat - Sa Huynh coastal road project, phase IIb, has a total investment of nearly VND900 billion, with a route length of more than 16.2 km. The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board, with implementation period from 2022 to 2025.
Although the deadline for completion is approaching, the project is struggling due to land clearance problems because many households have not yet refused to hand over land.
According to the Quang Ngai Provincial Land Fund Development Center, the total planned area for the project is more than 9 hectares. Currently, there are 7 households in the section through Tinh Hoa commune that have not agreed to be inventoried and signed documents; these households request to be allocated resettlement land before inventorying and making compensation and support plans.
Currently, the Quang Ngai Provincial Land Fund Development Center is coordinating with the Commune People's Committee to organize and mobilize households to coordinate in land inventory work to have a basis to implement the next steps.
In case the household does not agree, it is recommended that the Commune People's Committee report to the Center so that it has a basis to submit to the competent authority to issue a Decision on compulsory inventory according to the provisions of Article 88 of the 2024 Land Law. The expected time to complete and approve the compensation, support and resettlement plan is in the third quarter of 2025.
For the section passing through Dong Son commune: In case the household of Ms. Bui Thi Chang and Ms. Vo Thi Nu had their land partially reclaimed, the remaining land was at the foot of T6 bridge (Chau Me Dong bridge), the household owner proposed to also reclaim the remaining land area. However, currently, the People's Committee of Binh Son district (old) has not had a consensus on the area reclaimed outside the planning.
For the remaining 2 cases that have not been unified in the statistics in the section through Binh Chau commune, the Center is currently coordinating with the locality to organize a campaign.
The remaining project planning area is residential land, which has just been issued specific land prices by the People's Committee of Quang Ngai City (old) and the People's Committee of Binh Son District (old). Currently, the Center is preparing a plan and submitting it for approval according to regulations.
The Quang Ngai Provincial Land Fund Development Center proposed that the People's Committee of Binh Son District (old) give opinions on 2 cases of land recovery outside the planning so that the Center has a basis to develop a land recovery plan and soon issue a decision to enforce land recovery for 8 households that do not agree to receive money and hand over the site.
It is expected that there will be a working session with the People's Committees of Dong Son and Tinh Hoa communes to continue to organize and mobilize households to coordinate in inventorying and signing documents to complete the next legal procedures.
The People's Committees of Tinh Hoa and Dong Son communes continue to mobilize households that have not received compensation and support and hand over the site so that investors can soon implement the project.
