The Hoang Sa - Doc Soi road project has a route length of 26.88 km with a total investment of VND 3,500 billion, of which the central budget is VND 1,300 billion and the provincial budget is VND 2,200 billion (from land use fee revenue). The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board, with implementation period from 2022 to 2027.
According to the Quang Ngai Provincial Land Fund Development Center, the Hoang Sa - Doc Soi road project through the old Quang Ngai city has a length of 7.36 km. Currently, the inventory work with 42.79 ha/770 households and 6 organizations 1,520 plots of land has been basically completed (reaching 99.4% of the total area). The remaining 10 plots of land/10 households/0.24 ha in Tinh An commune (old) have not been surveyed and inventoried (10 households have not yet identified the land user, and are completing mandatory procedures for inventory).

To date, the People's Committee of Quang Ngai City (old) has approved 22 compensation plans with a total area of 20.62 hectares (reaching 47.9% of the total area).
Most households with land have agreed to receive money and hand over the land. However, currently, Truong Quang Trong ward still has 14 households that have not received money due to not completing inheritance procedures; 16 households do not agree to receive money. The People's Committee of Truong Quang Trong Ward has submitted a document requesting the competent authority to issue a decision to enforce the implementation of the land recovery decision.
Currently, the remaining 22.42 hectares (accounting for 52.1% of the total area) have not had their compensation plan approved. The reason is that 3.44 hectares of residential land do not have resettlement areas (except for land plots on the frontage of National Highway 24 and Hoang Sa Street).
1.75 hectares of cemetery land do not have a burial area, so the People's Committee of Quang Ngai city (old) has no basis to approve the compensation plan.
1.1 hectares of agricultural land have graves but there are no burial areas, leading to the inability to establish and approve compensation plans.
Faced with the above difficulties, the Provincial Land Fund Development Center requested the investor to coordinate with the People's Committee of Truong Quang Trong Ward and the Center to hand over the notice of land recovery to households, individuals and organizations whose land was recovered.
At the same time, it is necessary to speed up the arrangement of a burial area for relatives in Truong Quang Trong ward so that the Center has a basis to prepare a compensation plan and submit it for approval according to regulations.
