Quang Ngai voters requested the Ministry of Construction to deploy and submit to competent authorities for early approval of the investment policy and organize the completion of the intersection connecting the Tri Binh - Dung Quat route and the Da Nang - Quang Ngai expressway.
Voters also requested that the authorities have a specific mechanism to soon invest in the Quang Ngai - Kon Tum expressway; expand National Highway 24 to ensure traffic needs when merging provinces.
After studying, the Ministry of Construction responded to the intersection connecting the Tri Binh - Dung Quat route with the Da Nang - Quang Ngai expressway as follows:
The Da Nang - Quang Ngai Expressway has been invested and put into operation since 2018, due to difficulties in capital sources and site clearance, there are still some items of the Project that have not been fully invested in, including the Dung Quat intersection to connect the Da Nang - Quang Ngai Expressway with the Tri Binh - Dung Quat route and Dung Quat Economic Zone.
Therefore, it is necessary to soon invest in completing the Dung Quat intersection to facilitate traffic and maximize the investment efficiency of the Da Nang - Quang Ngai expressway and the Tri Binh - Dung Quat route.
On May 13, 2025, the Ministry of Construction approved the adjustment of the Da Nang - Quang Ngai Expressway Construction Investment Project, including continuing to invest in completing the Dung Quat intersection.
Currently, Vietnam Expressway Corporation is urgently implementing construction to complete the Dung Quat intersection in December 2025.
Regarding the expansion and upgrading of National Highway 24, the Ministry of Construction said:
National Highway 24 connecting the new Quang Ngai province is about 168 km long. The current status is basically meeting the standards of a grade III mountainous area, the remaining 58 km with a scale of level IV - V has narrow roads and continuous winding slopes. Therefore, it is necessary to soon upgrade and renovate this route.
Implementing the provisions of the 2024 Road Law and Decree No. 165/ND-CP dated December 26, 2024 of the Government, the Ministry of Finance has decided to transfer road infrastructure assets to the old Quang Ngai province and Kon Tum province for management, exploitation and maintenance, including National Highway 24. Therefore, the authority to manage and invest in National Highway 24 is the responsibility of the locality.
The Ministry of Construction agreed with voters' recommendations on early investment in upgrading and renovating National Highway 24 to facilitate connectivity. The Ministry of Construction recommends that the People's Committee of Quang Ngai province proactively study and arrange local budget capital to invest in upgrading this route according to its authority; in case of difficulties, coordinate with the Ministry of Finance to report to the Prime Minister for consideration and decision.
Regarding the investment in the Quang Ngai - Kon Tum expressway, the Ministry of Construction said:
According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Quang Ngai - Kon Tum Expressway (CT.42) connects the North - South Expressway in the East and the North - South Expressway in the West, with a length of about 136 km, a scale of 4 lanes, and an investment process before 2030.
To soon implement the project investment, the Ministry of Construction has assigned Project Management Board 85 to organize the preparation of the Pre-Feasibility Study Report for the Quang Ngai - Kon Tum Expressway Investment Project. On May 28, 2025, the Prime Minister issued Document No. 611/TTg-CN assigning the People's Committee of Quang Ngai province as the competent authority to implement the investment in the Quang Ngai - Kon Tum expressway.
Therefore, the Ministry of Construction requested the People's Committee of Quang Ngai province to mobilize resources to speed up the progress of project investment preparation. It is expected that this is an important national project (total investment of about 45,000 billion VND), so it is recommended that the People's Committee of Quang Ngai province study and propose specific mechanisms to mobilize resources and speed up the investment progress of the route as recommended by voters.
