On July 10, news from Thanh Hoa Provincial People's Committee said that Mr. Cao Van Cuong - Vice Chairman of Thanh Hoa Provincial People's Committee has just signed Decision No. 2066-QD/UBND extending the land use progress for 24 months for Toan Tich Thien Joint Stock Company to implement the Toan Tich Thien High-Class Resort Project in Nam Sam Son ward.
According to the decision, the land area extended for use is 26,364m2. This is a land area that has been leased by Thanh Hoa Provincial People's Committee, allocated land in Decision No. 4774/QD-UBND dated November 30, 2018 for Toan Tich Thien Joint Stock Company to implement the project.
Notably, the reason for the extension mentioned in the decision is that the project is behind schedule in land use for more than 24 months, violating the provisions of Clause 8, Article 81 of the 2024 Land Law.
After the 24-month extension period expires, if Toan Tich Thien Joint Stock Company has not yet completed the project investment and put the land into use, the Provincial People's Committee will recover the land according to regulations.
Toan Tich Thien High-Class Resort Project is one of the projects that has been prolonged for many years in the coastal area of Sam Son. The project was approved for location by Thanh Hoa Provincial People's Committee in document No. 354/QD-UBND dated February 5, 2004, with a total area of 55,796m2, total investment capital of over 85 billion VND. The expected items include guesthouses, hotels, yards, roads, parking lots, flower gardens, lawns, water surfaces and sports areas.

However, after many years, the project has not been implemented on schedule. In 2007, Thanh Hoa Provincial People's Committee issued a decision to recover land allocated to Toan Tich Thien Joint Stock Company because the enterprise did not implement the project and handed over the land to the local management.
In 2009, Thanh Hoa province continued to approve Toan Tich Thien Joint Stock Company as the investor of the high-class resort tourism project in this area. After that, the project continued to undergo many adjustments, complete procedures and apply for extension.
On July 24, 2018, Thanh Hoa Provincial People's Committee issued a document adjusting the project implementation progress. According to the adjusted progress, the project must start construction in October 2018, be completed and put into operation in December 2020.
On November 30, 2018, Thanh Hoa Provincial People's Committee issued Decision No. 4774/QD-UBND on land lease, land allocation phase 1 for Toan Tich Thien Joint Stock Company to implement the project. This is also a land area that is currently continuing to be extended the land use progress for another 24 months according to the new decision mentioned above.
After the land allocation milestone in 2018, the project was still not completed. In 2019, Toan Tich Thien Joint Stock Company continued to have a document requesting to adjust the detailed plan at a scale of 1/500. In 2021, the enterprise again had a document requesting consideration and extension of the investment time for project implementation.
During the prolonged project process, problems related to site clearance, land procedures, legal documents and financial obligations continue to be mentioned in related documents and reports. According to Nam Sam Son Ward People's Committee, by the end of 2025, the project still has 7 households that have not received site clearance money with an area of 4,864.5m2 and 3 unfinished tomb areas.
Not only is the investment progress slow, but the prolonged project also affects the lives of people in the area. The Toan Tich Thien high-class resort project has been "suspended" for nearly 2 decades, causing many households in the Nam Bac residential group, former Quang Vinh ward, now belonging to Nam Sam Son ward, to live in waiting conditions on their own land plots; this content has been repeatedly proposed by voters and local people at voter contact conferences.
Lao Dong Newspaper also reflected that after many years of land allocation, the project of Toan Tich Thien Joint Stock Company has not created significant changes on the ground, while many households are affected by the prolonged project.
