On July 9, at the 3rd session of the 18th Hung Yen Provincial People's Council, term 2026 - 2031, delegates unanimously approved the investment policy for the Project to build infrastructure for socio-economic development and restore Pho Hien.
The project has a total investment of nearly 6,800 billion VND from the provincial budget, implemented in the period 2026 - 2029 on an area of about 295ha.
According to Hung Yen Provincial People's Committee, the project aims to gradually realize the 1/2. 000 scale zoning plan to rebuild and recreate Pho Hien commercial port that has been approved; create motivation for urban, commercial, service and cultural tourism development, and at the same time attract social resources to invest, contributing to building Hung Yen into a unique cultural heritage center of the Red River Delta region and the whole country.
The main items include building a landscape lake-covering road about 10km long, a road surface of 10.5m wide, a sidewalk 3m wide connecting to the road connecting cultural heritage, tourism and economic development along the Red River; excavating and dredging landscape lakes, building lake embankments and related auxiliary works.
The Provincial People's Council assigned the Provincial People's Committee to report to central ministries and branches for consideration, appraisal and investment decision according to their authority when ensuring capital sources.
At the same time, fully assess the current status, total investment, route direction, project location; select appropriate design options and technical solutions, ensuring investment efficiency, synchronization with planning, connecting technical infrastructure and transportation according to regulations.
Also at the session, the Provincial People's Council conducted questioning and answering questions, and at the same time passed 27 resolutions in the fields of finance - budget, agriculture, science and technology, innovation, digital transformation, justice, defense, security, social security and many other important contents under its authority.
