The Ministry of Agriculture and Environment has just issued Decision 441/QD-BNNMT on announcing and guiding the connection to exploit information data on Certificates of land use rights and ownership of assets attached to land to replace the dossier component in resolving administrative procedures. The decision takes effect from February 2, 2026.
The decision clearly states: Data information on Certificates of land use rights, ownership of assets attached to land and types of Certificates of land use rights, ownership of assets attached to land as prescribed in Clause 3, Article 256 of the Land Law (hereinafter referred to as Certificates) in the national land database is eligible for exploitation and use as a substitute for documents in the administrative procedure dossier.
Information fields on certificates in the national database that are shared include: information about land users, owners of assets attached to land; detailed information about land plots, assets attached to land; information related to mortgage registration, notes, issue numbers, issuance dates and GCN information files in PDF form. Data sharing must comply with regulations on security, privacy, intellectual property and be consistent with the Digital National Overall Architecture Framework, the Digital Architecture Framework of the Ministry of Agriculture and Environment.
GCN information data is shared for exploitation and use according to the level of completion of the database as prescribed in Clause 1, Article 6 of Resolution No. 66. 7/2025/NQ-CP.
The Ministry of Agriculture and Environment requests the Ministers, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to be responsible for reviewing and restructuring the process of resolving administrative procedures under the state management scope of the sector and field; administrative procedures under the jurisdiction of provincial-level People's Committees and commune-level People's Committees based on the exploitation of data in the national land database, using papers as substitutes in the composition of dossiers for resolving administrative procedures under their jurisdiction as prescribed in Article 7 of Resolution No. 66/7/2025/NQ-CP.
