On May 23, the Van Phong Economic Zone Management Board (KKT) said that the site clearance progress for the construction of the coastal road project from Van Luong commune (Van Ninh district) to Ninh Hoa town is taking place very slowly, affecting the construction organization plan.
The project also faces difficulties in terms of filling materials because minerals at mines in the area are increasingly depleted and do not meet demand.
In 2025, the project was allocated 400 billion VND from the central budget, however, by mid-May, the disbursement value had only reached nearly 30 billion VND (more than 7.3%).
Due to lack of land, contractors are currently constructing the M1 abutment, casting girders for the Hien Luong 2 bridge (Van Ninh district), digging and filling the roadbed and constructing some precast concrete components.
The coastal route through Van Phong Economic Zone is over 20km long, passing through Van Ninh district and Ninh Hoa town, with a total investment of over VND 2,000 billion. The project started at the end of 2024, and is expected to be completed after 3 years (2024 - 2027).
According to the design, the road surface is 30m wide with two car lanes and one lane for rudimentary vehicles on each side. The starting point of the route connects to the north of Hien Luong 2 bridge (Van Ninh), the end point connects to the right side of National Highway 26B (Ninh Hoa).
The project includes main items such as: roadbed, rainwater drainage system, road handling, lighting system, sea embankment, sidewalk...
After completion, the route will connect directly to Van Phong International Airport, playing an important role in promoting the development of the key economic zone of Khanh Hoa province.
Faced with arising difficulties, the Van Phong Economic Zone Management Board has recommended that the Department of Agriculture and Environment promptly appraise the dossier so that the Van Ninh District People's Committee has a basis to approve the estimate, select a measuring unit to serve the determination and adjustment of cadastral maps, creating conditions to speed up site clearance.
Along with that, the unit requested the People's Committee of Van Ninh district to complete the dossier, pay compensation and hand over the site in July 2025. For Ninh Hoa town, it is necessary to direct the Land Fund Development Center, the People's Committees of Ninh Diem ward and Ninh Tho commune to speed up the site clearance progress, ensuring handover in August 2025.
According to Van Phong Economic Zone Management Board, if the site is fully handed over, the unit is committed to disbursing the entire 400 billion VND of public investment capital in 2025.
The entire Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town (20km long) has a capital of VND2,031 billion.
This project has 3 components, of which component 1 (Van Phong Economic Zone Management Board is the investor) is a construction project with a total investment of 1,700 billion VND.
Components 2 and 3 include compensation, support, resettlement and site clearance through Van Ninh district and Ninh Hoa town with capital of 230 million VND and 95 billion VND respectively (localities are investors).
