On the morning of November 22, the Van Phong Economic Zone Management Board held a dialogue with 9 households in Xuan Tu 1 village, Van Hung commune (Van Ninh district) regarding complaints about adjusting the detailed planning to implement the coastal road project through Khanh Hien pagoda area bordering K18. The above complaints were reported by Lao Dong Newspaper in the article "People complain about the last-minute change of direction of the coastal road".
Previously, these households claimed that the investor's survey was not in accordance with the planning in the Project, contrary to Decision No. 129 of the Prime Minister in 2010.
According to the people, the policy stated in Decision No. 129 of the Prime Minister is to combine the coastal road with the sea dyke to protect people's lives.
In addition, the research and planning policy of Khanh Hoa Provincial People's Committee on this route also aims to have little impact on residential land of households, creating consensus among the people.
According to the consensus of the people, the above coastal road should be adjusted to the East, which is also the aquaculture area (option 1 in the diagram). This option will save the state budget, not affect daily life, and is in line with the wishes of the people.
Meanwhile, option 2 in the diagram through Khanh Hien Pagoda area bordering K1, has affected the land use rights of 12 households... The route according to option 2 causes the above 12 households to lose all or part of their residential land with many memories and history of the people of Khanh Hien Pagoda area in particular and the people of Khanh Hoa in general.
At the dialogue between the people and the Van Phong Economic Zone Management Board, the representative of Van Hung commune government requested the investor to take into account the people's opinions and respond in writing whether to adjust the route according to the people's wishes or not. At the same time, Van Hung commune government also requested local people to support and comply with the project construction policy according to regulations.
The Van Phong Economic Zone Management Board did not comment on the minutes of the dialogue. However, at the dialogue, the representative of this Board said that they would accept the opinions of the people and the Van Hung commune government to report to the competent authority.
At the regular press conference in October 2024, Mr. Le Hong Phuong - Deputy Head of Van Phong Economic Zone Management Board said that during the project implementation process, the investor must carry out 2 steps: pre-feasibility and feasibility. For the pre-feasibility step, when compared with the planning of Van Phong Economic Zone, some locations will adjust the benchmark to ensure technicality.
“To speed up the progress, we transferred the information about the feasible route to Van Ninh district for preliminary marking. Therefore, afterwards, people also had questions…” - Mr. Le Hong Phuong said.
During the consultation process, the people gave feedback and the investor accepted it. Specifically, according to the feasible front line of the project, it will affect 41 households. After that, the investor and the locality reviewed and adjusted it to present the feasible step. This received consensus from the people but there were also some disagreements.
Mr. Le Hong Phuong stated that the land recovery will be carried out by the investor in accordance with regulations on recovery, resettlement arrangement, and ensuring people's rights.
Currently, the Management Board of Van Phong Economic Zone has reported to the Ministry of Construction on the basic design of this project. It is expected that in the fourth quarter of 2024, the investor will organize a bidding to implement the project.
