The Government Inspectorate pointed out many redundant houses and land after arrangement left vacant and not used at the Ministry of Construction.

On August 10, the Government Inspectorate issued a Notice of Inspection Conclusion on the management, use, rearrangement, handling and exploitation of redundant houses and land after arranging the organizational structure at the Ministry of Construction.

The announcement said that, according to the Ministry of Construction's report, in the period from March 1, 2025 to April 30, 2026, the total number of housing and land facilities under the management of the Ministry of Construction is 756 facilities, of which the number of surplus housing and land facilities after the organizational structure arrangement at the Ministry of Construction is 36 facilities.

Regarding the work of inventorying, declaring, and managing records and databases: Records and documents on house and land facilities and the system of books tracking the process of use and repair... are stored and managed by the unit managing the house and land facilities. The work of statistics, inventorying, and updating basic data on houses and land is still incomplete and inaccurate, and must continue to be reviewed and revised according to the requirements of the Ministry of Finance.

There are 9 establishments of houses and land that have not updated databases on houses, land, and cadastral records; There are 9 establishments of houses and land that lack records (not yet granted Certificates of Land Use Rights).

Among the 36 buildings and land facilities that the Ministry of Construction has been and is arranging and handling: There are 5 surplus buildings and land facilities that do not have arrangement and handling plans. There are 11 surplus buildings and land facilities that have arrangement and handling plans but have not been completed. There are 20 surplus buildings and land facilities that have completed arrangement and handling plans.

Regarding the compliance with regulations in the management and use of surplus houses and land:

Among the 36 houses and land facilities inspected: 15 surplus houses and land facilities after arrangement are left vacant and not used; 2 surplus houses and land facilities after arrangement are used for improper purposes.

Based on the Inspection Conclusion, the Government Inspector General proposed to the Ministry of Construction, People's Committees of provinces and cities: Hanoi, Ho Chi Minh City, Can Tho, An Giang, Ca Mau, Quang Ninh, Thanh Hoa:

Directing competent agencies to inspect and review each violation pointed out in the Inspection Conclusion to determine the time of implementation, violating entities, sanctioning regulations and sanctioning statute to establish dossiers and sanction administrative violations according to their authority for acts that are still in statute and eligible for sanctioning; apply remedial measures corresponding to each act according to the provisions of the Law on Handling of Administrative Violations and specialized sanctioning decrees.

Based on the existing problems, limitations, shortcomings, and violations mentioned in the Inspection Conclusion to review and clarify the nature, severity, consequences, causes and specific responsibilities of each relevant organization and individual through each period; based on the review results, if there are sufficient grounds and bases as prescribed, the organization shall consider responsibilities for strict handling according to legal regulations, in cases exceeding authority, report to competent authorities for consideration and direction; the results of the inspection conclusion shall be reported to the Government Inspectorate for synthesis and report to the Prime Minister.
