Racing against time
These days, the headquarters of the Vietnam General Confederation of Labor's Trade Union Project Management Board has become more busy than ever. The office is always lit up, the phone keeps ringing. The officials in the board take turns working in localities, or are on duty at the agency to promptly process and review a series of documents and papers related to land records for Trade Union social housing projects.
Mr. Trinh Quang Minh - Deputy Head of the Trade Union Project Management Board - said: "Trade union social housing projects in three localities have been approved for investment by the Vietnam General Confederation of Labor. This is a key political task, of great significance to workers. Therefore, the Board is mobilizing maximum human resources, closely coordinating with local departments and branches to speed up the progress of completing land records and starting construction to celebrate the National Day on September 2, 2025".
According to Mr. Minh, the Project Management Board has assigned experts to go directly to localities to contact the authorities, grasp the situation, urge progress and coordinate to soon receive the handover of the site for actual implementation.
In addition, legal procedures on land have also been accelerated to ensure the expected start time.
"We understand that every day of slow site clearance or failure to complete legal procedures is another delay for the project. Therefore, in addition to urgently completing documents, we are working closely with authorities in each locality to promote more specific work, promptly receiving site handover and starting construction of union social housing projects to meet housing needs for workers" - Mr. Trinh Quang Minh said.
Mr. Trinh Quang Minh shared that in order to start construction of trade union social housing projects on schedule to celebrate the National Day on September 2, 2025, the Trade Union Project Management Board is "racing" with time to complete all legal procedures related to land in three provinces including Dong Thap, Vinh Long and Bac Ninh. The above projects are expected to contribute to solving the urgent housing needs of workers in industrial parks and clusters.
Currently, site preparation work in the three localities is entering the final stage, with high pressure on both progress and administrative procedures. In that context, the proactive and decisive spirit from the Trade Union Project Management Board and the active coordination of local departments, branches and sectors are key factors determining the success of the projects.
Not only a place to live, trade union social housing projects are also a space for cultural and spiritual activities for union members and workers. These projects demonstrate the practical concern of the Trade Union organization for the lives of workers, helping them feel secure in their work and stay with the enterprise and the locality for a long time, said Mr. Trinh Quang Minh.
The mechanism is removed
On May 29, 2025, at the 9th session of the 15th National Assembly, Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development was approved, creating a clearer legal corridor in promoting social housing projects, including housing and rental houses for workers and laborers.
At the Workshop "Solutions to accelerate the construction of social housing" held at the headquarters of Lao Dong Newspaper at the end of May 2025, Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor - said: The Vietnam General Confederation of Labor strongly agrees and hopes that in the coming time, departments, ministries, branches - especially the Ministry of Construction, the Ministry of Finance, the State Bank - will continue to advise and participate with the Government and the National Assembly to issue resolutions, as well as issue policies to remove difficulties and obstacles in the issue of social housing for workers and laborers". Mr. Phan Van Anh also informed that by the end of 2025, the Vietnam General Confederation of Labor will start 4 more projects with a total of 2,200 apartments, expected to be completed by the end of 2026. According to the overall plan, from 2026 - 2030, we will continue to implement 10 more projects in provinces and cities across the country. It is expected that by 2030, the Trade Union will have about 15 projects with about 10,000 apartments. We strive and believe that with specific mechanisms, the Vietnam General Confederation of Labor will certainly complete the set goals.
According to Mr. Trinh Quang Minh, currently, the authorities of Dong Thap and Vinh Long provinces have decided to allocate land to the Trade Union Project Management Board. The unit is completing procedures to select contractors to construct social housing projects.
