In mid-May 2026, Dien Bien Provincial People's Committee in coordination with investors broke ground on 2 key multi-billion VND tourism projects, including: Dien Bien Phu cable car complex combined with cultural and historical tourism with an investment capital of 2,076 billion VND; New urban area, resort tourism and sports services in the Northwest, Dien Bien Phu ward with an investment capital of more than 23,660 billion VND.
According to the Dien Bien Provincial Land Fund Development Center, the Dien Bien Phu cable car complex project combined with cultural and historical tourism needs to recover a land area of up to 35.35 ha in 2 communes Muong Phang and Pu Nhi.
Although the Dien Bien Provincial People's Committee has created a "green channel" mechanism to implement tasks in parallel, the handover of compensation and site clearance (GPMB) still faces some difficulties related to planting planning markers and GPMB markers.
According to preliminary statistics, in Muong Phang commune, the area to be recovered is 29.43 ha, affecting 210 organizations, households, and individuals with a total of 834 land plots (of which the largest area is rice land with nearly 16 ha). The whole commune has 10 households that need to be resettled.
Due to the lack of a centralized resettlement point, the locality is proposing a financial support plan for these households to find their own accommodation based on the wishes of the people.
In Pu Nhi commune, initial measurement results show that the entire recovered area is community land (currently natural forest) assigned to 2 villages Pu Nhi A and Pu Nhi B for management, with no land area belonging to individual households.

At the new urban area project, resort tourism and sports services in the Northwest of Dien Bien Phu ward, with an area of up to 242.6 ha located in Dien Bien Phu ward (75.8 ha) and Thanh Nua commune.
The project affects 281 households, of which up to 190 households with residential land and houses in need are allocated about 375 resettlement slots.
Up to now, Dien Bien Phu Ward People's Committee has worked with the Planning Center (Department of Construction) to plan to adjust the 1/500 detailed plan in the direction of allocating about 25 hectares to arrange resettlement points, the rest for social housing, land auctions and green trees.
To have funds to implement planning and site clearance, on March 31, 2026, Dien Bien Phu Ward People's Committee proposed to include the project "Building infrastructure for Dien Bien Phu Ward Resettlement Point" in the list of medium-term public investment plans for the 2026-2030 period of the province with a total estimated investment of up to 400 billion VND.
At the conference to evaluate the implementation of compensation and site clearance for key projects that was just held, Standing Vice Chairman of the Provincial People's Committee Lo Van Cuong requested the Provincial Land Fund Development Center to continue to preside over and closely coordinate with localities and related units to focus on accelerating the progress of inventory, completing dossiers, and striving to complete key tasks before May 30.
In addition, units need to urgently complete all procedures according to regulations, accelerate the progress of each project, especially focusing on propaganda and mobilization of people.
