The Hanoi People's Committee has just issued Official Letter No. 3721 on preparing conditions for the establishment of a professional department and public service unit under the new commune-level People's Committee.
Accordingly, to ensure compliance with the regulations of the Central Government and actual conditions, the Hanoi People's Committee requests the People's Committees of districts, towns and the People's Committees of new communes and wards to urgently prepare and implement the following contents:
After the City People's Council issued a Resolution appointing personnel to hold the positions of chairman and vice chairman of the new People's Committee of communes and wards; the Standing Committee of the People's Council of communes and wards issued a Resolution appointing members of the new People's Committee of communes and wards.
The People's Committees of communes and wards must immediately submit to the People's Councils of communes and wards the project and draft Resolution on the establishment of specialized agencies under the People's Committees of communes and wards in accordance with the instructions in Document No. 1345/UBTVQH15-CTDB dated June 25, 2025 of the National Assembly Standing Committee.
Immediately after the Resolution on the establishment of specialized agencies under the People's Committees at the commune level, the Chairman of the People's Committees at the commune level issued a decision to appoint department heads and deputy department heads of specialized departments; the People's Committees of communes and wards issued a decision to establish and reorganize public service units in accordance with the regulations and instructions of the Hanoi People's Committee.
Agencies and organizations under the People's Committee at the commune level must be organized and officially put into operation from July 1, 2025, promptly perform tasks, resolve administrative procedures for people and businesses to ensure smoothness and without interruption.
