The Hanoi People's Committee has just submitted a document to the City People's Council requesting approval to adjust the investment policy for the Tran Hung Dao bridge construction project under the public-private partnership (PPP) method and BT contract. Accordingly, private investors who invest in building bridges will be exchanged for 4 plots of land with a total area of about 635 hectares in Dong Anh and Gia Lam areas.
In February 2025, the Hanoi People's Council passed Resolution No. 10 on the Tran Hung Dao bridge project with a total length of about 5.6km, starting at the Tran Hung Dao - Tran Thanh Tong intersection (Hoan Kiem), ending at Vu Duc Thuan street (Long Bien). The total investment capital of the project is about 15,960 billion VND.
The Hanoi People's Committee has now proposed to adjust the plan, shortening the bridge length to 4.18km. The starting point of the bridge is at the Tran Hung Dao - Tran Thanh Tong - Le Thanh Tong intersection, the end point connects with Nguyen Son street. Total investment capital after adjustment increased to VND 16,226 billion. At the same time, the project is divided into 2 component projects:
Component project 2.1: Investment in renovating Co Linh - Hong Tien road, at the intersection of Co Linh road with Tran Hung Dao bridge, invested by the Traffic Construction Investment Project Management Board.
Component project 2.2: Construction of Tran Hung Dao bridge under PPP, BT contract, payment by land fund.
The payment method for the investor to build Tran Hung Dao bridge is 4 land plots with a total area of about 635 hectares. The location, area, planning information, expected value of the payment land fund and valuation method will be specifically determined when the project is appraised and approved.
According to the proposal, the land plots expected to be paid to investors include: 25.4ha land in Phu Dong commune; 56ha land in Dong Anh; 49ha land in Dong Anh; and a part of 505ha land in Phu Dong and Dong Anh communes.
The site clearance for the construction of Tran Hung Dao bridge will be assigned to Hong Ha ward and Long Bien ward as investors.
