The Hanoi People's Committee has just issued Decision No. 3031/QD-UBND on leasing 15,160m2 of land at Dong Do Company Limited at the land plot marked PTTH under the Dang Xa 2 Urban Area Project, Gia Lam District to implement the project of building Hanoi Smart Technology High School for the Gifted.
According to the decision, the leased land has completed site clearance, managed by Viglacera Corporation and is handed over to the Hanoi Land Fund Development Center. The location and boundaries of the land are determined according to the Detailed Planning of Dang Xa 2 New Urban Area, approved by the City People's Committee in Decision No. 122/2006/QD-UBND. The painting to adjust the organization of landscape architectural space was prepared by Hanoi Construction and Trade Supervision Consulting Joint Stock Company and has been confirmed by the Department of Planning and Architecture.
The project is implemented in the form of annual land lease, without auctioning land use rights, without bidding to select investors according to the provisions of the 2024 Land Law. Of the total leased area, 13,524m2 is used to build the project, the land use term is until June 15, 2068. The completed 1,636m2 area within the sidewalk boundary will be handed over to the locality for management.
The City People's Committee requires Dong Do Company Limited to fully fulfill financial obligations, procedures for signing land lease contracts, applying for a Land Use Rights Certificate and a construction permit. Enterprises are responsible for using land for the right purpose, within the boundary, implementing projects on schedule and in accordance with the law on land, investment, construction and environment.
In case the land is not put into use on time, the company is allowed to extend for another 24 months but must pay the amount corresponding to the delay. If the extension period expires but is still not implemented or used for the wrong purpose, the City People's Committee will reclaim the land without compensation for the land and assets on the land, except in cases of force majeure.
Relevant departments and branches such as the Department of Natural Resources and Environment, the Department of Finance, the Department of Construction and the People's Committee of Gia Lam district are assigned to coordinate, guide and closely monitor the project implementation process, ensuring compliance with current legal regulations.
