On June 18, Vice Chairman of Hanoi People's Committee Vu Thu Ha led Working Group No. 5 on directing and guiding the arrangement of commune-level administrative units (new) to have a working session with Long Bien district.
With a spirit of urgency, seriousness and determination, Long Bien district has shown proactiveness and high readiness in preparing to operate the new government model in 4 wards after the reorganization. The District People's Committee has completed the plan to arrange working headquarters, arrange cadres and civil servants, prepare facilities and equipment to ensure the new wards operate stably from July 1, 2025.
The district has assigned specific tasks, developed a strict roadmap and plans to organize a trial operation of the two-level government model from June 20.
At the meeting, Working Group No. 5 discussed and clarified the difficulties and problems in the process of arranging administrative units. The focus is on organizing the apparatus, operating administrative institutions to serve people and businesses, as well as handing over between districts and wards and between districts and city-level agencies.
Many recommendations and proposals were raised by district officials at the meeting, including the issue of coordination between the city and the new ward levels, the mechanism for receiving and handing over projects being implemented in the area.

Regarding the work of receiving administrative records from July 1, the Working Group noted: The "one-stop department" of the 4 new wards will receive the current commune-level administrative procedures; Branch No. 6 of the City Public Administration Service Center will receive district and city-level procedures.
Regarding this issue, Vice Chairman of the City People's Committee Vu Thu Ha requested the Public Administration Service Center to unify a common plan throughout the city, not allowing the situation of people coming to submit documents in one place and being transferred to another.
Do not let confusion occur when solving work for people and businesses
Speaking at the meeting, the Vice Chairman of the City People's Committee emphasized the requirement for district and ward units, especially cadres expected to hold the position of Secretary and Chairman of the new ward, to proactively implement the arrangement and consolidation of the organizational apparatus.
Preparations need to be carried out synchronously in terms of facilities and personnel to ensure that from 8:00 a.m. on July 1, 2025, the new apparatus will operate smoothly, without interruption of essential services for people such as reception, handling administrative procedures, health care, environmental sanitation, electricity and water supply and preparing for the new school year.
Regarding the handover, Ms. Vu Thu Ha noted: from July 1, the district will no longer have legal status and no more seals, so the handover must ensure progress, and any content that has not been handed over on time must be specifically recorded.
Leaders of the 4 new wards are required to urgently assign tasks, organize the operation of the apparatus in each field, and carefully prepare training and coaching civil servants to suit the new area and field. This is to ensure that the staff is of good quality and proficient in their profession, and to avoid confusion when handling work for people and businesses.

The Vice Chairman of the City People's Committee also directed specific tasks such as arranging working headquarters, arranging harmonious and convenient working positions for each cadre, attaching them to working means; ensuring communication lines and equipment for online meetings; unifying the form and content of the Electronic Information sheets of the new wards, prioritizing providing essential information to the people.
The Vice Chairman of the Hanoi People's Committee requested to focus on resolving specific contents such as the name and badge of the new administrative unit, project handover and management, especially projects related to the new school year.
This is the first working session of Working Group No. 5. Vice Chairman Vu Thu Ha said that in the coming time, the Working Group will announce the contact phone numbers of each member so that officials at all levels can proactively discuss when difficulties and problems arise.
Ms. Ha suggested that members of the Working Group closely follow the assigned areas, continuously update documents guiding and supporting districts and wards to deploy work in the spirit of "running and lining up at the same time", ensuring the goal of implementing the new government model on schedule and with quality.
