From June 20 to 26, Hanoi will pilot a two-level government model to test the coordination of the new apparatus before implementing it from July 1.
According to Lao Dong reporters, in wards and communes in Hoan Kiem, Nam Tu Liem, Hai Ba Trung, Dong Da districts, Hoai Duc district... the handover of old ward documents and records was carried out urgently. However, at the same time, administrative procedures serving people and businesses are still being carried out normally.
In Song Phuong commune (Hoai Duc district), all records and archival documents of the commune have been reviewed, classified, and packaged in dozens of specialized corrugated iron boxes.
"The dossier boxes are fully sealed, a record of handover is made and transported to the Hoai Duc District People's Committee for storage in accordance with the administrative document management process. The handover ensures legality, serving the reception and operation of the new government model after the merger", said Mr. Nguyen Duc Chien - Vice Chairman of Song Phuong Commune People's Committee.
According to the administrative unit arrangement plan, most of the natural area and population of Song Phuong commune (old) will be merged into Son Dong commune (new). The headquarters of the Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations of the new Son Dong commune will be used from the current headquarters of the Party Committee, People's Council and People's Committee of Tien Yen and Lai Yen communes.
Similarly, in Dai Mo ward (Nam Tu Liem district), along with the arrangement and handover of documents and records, citizen reception work and administrative procedures are still carried out normally by ward officials.
Here, the handover of documents and repair of the headquarters to build the new ward headquarters has been completed. The entire archival file was transferred to the People's Committee of Nam Tu Liem District on June 16.
Talking to Lao Dong, Mr. Nguyen Viet Hung - Vice Chairman of the People's Committee of Dai Mo ward (old) said that currently, the facilities serving the new ward such as signs and departments have been completely repaired. The headquarters of Tay Mo ward (new) is located at the location of Dai Mo ward People's Committee (old). The documents and papers have been canned and handed over since June 16.
According to Mr. Hung, when implementing the two-level local government model, the work of the professional staff will basically not change. Cadres assigned to any unit will continue to work there. This force was also added from Nam Tu Liem district down. After being announced, key leadership positions will be tested according to the process and operate as usual.
"I find the implementation of the new model quite smooth. Although during the testing process, the workload increased, everyone was very busy, but the one-stop department still maintained normal operations, without interrupting the service to the people for a single day," Mr. Hung affirmed.
"Putting it in a new context to be proactive with arising situations" is the task emphasized by Mr. Nguyen Ba Tien - Chairman of Yen Nghia Ward People's Committee (Ha Dong District) when piloting the 2-level government model.
Mr. Tien said that the People's Committee of Yen Nghia Ward is closely following Plan No. 341 of the Standing Committee of the Hanoi Party Committee on "Trying the operation of the two-level local government model in Hanoi City" to be ready for implementation.
In the immediate future, the ward is orienting cadres to focus on 10 groups of experimental operation contents. In the 10 groups of contents, most of the tasks of ward cadres are still being implemented normally such as operating the Document Management and Operation System software (receiving and transferring documents to and from the political system and the city's public service electronic money system); operating the reception, processing and feedback of information reflecting the reality of people and businesses through the iHanoi application or directly at the reception counter...
The ward also thoroughly grasped the cadres in the fields of decentralization and delegation of authority in 28 Decrees on decentralization and delegation of authority; and the division of authority between the Government and local governments at two new levels issued by the Prime Minister.
"If each cadre proactively grasps the scope, authority, and responsibility of his work, performing the task will be more convenient and effective," said Mr. Tien.
