The Hanoi Department of Construction has just publicly announced the plan to receive the first phase of social housing registration and lease-purchase at the Thuong Thanh Social Housing Area project and connect the regional infrastructure, Thuong Thanh ward, Long Bien district (now Bo De ward, Hanoi city). The project investor is a joint venture of Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company.
The project has a total land area of 60,355.3 m2, of which the construction land area is 18,150 m2. The project consists of 3 blocks of 22 floors (CT1, CT2, CT3), excluding the basement and the attic, with a population of about 4,584 people.
The total number of apartments in the project is 1,951, including 1,765 social housing apartments for sale, with areas ranging from 32.31 m2 to 69.9 m2; 186 social housing apartments for rent and purchase, with areas ranging from 32.31 m2 to 77 m2.
The application for registration to buy and rent social housing is received in accordance with the provisions of the Housing Law 2023, Decree 100/2024/ND-CP, Circular 05/2024/TT-BXD, Circular 56/2024/TT-BCA, Circular 94/2024/TT-BQP and related documents.
The time for receiving documents is from October 1, 2025 to November 4, 2025 (excluding Sundays). Morning from 8:30 to 11:30, afternoon from 13:30 to 16:30.
It is expected to sign a contract for the sale of apartments in CT1 building from November 24, 2025; CT2 and CT3 buildings from January 26, 2026. The apartment handover time is expected in the third quarter of 2027.
The average selling price of social housing is 29,403,788 VND/m2 (including VAT, excluding maintenance costs). The maintenance cost is 560,072 VND/m2. The average rental price is 346,701 VND/m2/month (including VAT).
Compared to the expected price announced by the investor in June, the official selling price of Rice City Long Chau has increased by 2.4 million VND per m2 (about 8.8%). Thus, this is the highest price ever for a new social housing project in Hanoi. The previous record belonged to UDIC Ha Dinh project, Dinh Cong ward (25 million VND/m2) and NHS Trung Van in Dai Mo (19.5 million VND/m2).
