With the determination to remove difficulties and promote the development of social housing according to the Prime Minister's conclusion at the recent National Online Conference, the Hanoi People's Committee identified social housing development as an important task of the political system.
Hanoi will enhance responsibility, innovate and be creative in handling work, apply a one-stop mechanism, handle documents in parallel or integrate procedures, prioritize handling according to the "green line" to shorten at least 30% of the time for administrative procedures on investment in social housing construction. At the same time, speed up the progress of social housing construction investment projects, synchronize with investment in technical infrastructure and social infrastructure to meet the needs of low-income workers.
The Hanoi People's Committee assigned Dong Anh and Gia Lam districts to urgently deploy tasks and solutions related to concentrated social housing areas. The Department of Construction is assigned to preside over, update and adjust the social housing development plan for the period 2021-2025, the period 2026-2030 and annually, closely following the target assigned by the Prime Minister to complete 100,000 social housing units by 2030.
The Department of Construction needs to urgently implement the contents of the Ministry of Construction's instructions and proposals on social housing development targets; advise and draft documents of the Hanoi People's Committee to the Ministry of Construction before March 30, 2025. At the same time, urge relevant departments, branches and investors/investors to follow the instructions of the Ministry of Construction.
For construction investment projects that have started, the Hanoi People's Committee requires units to focus resources and be determined to complete construction on schedule or exceed the approved schedule.
For social housing construction investment projects that have been approved for investment but have not yet started construction, it is necessary to focus on removing obstacles in the process of implementing investment and construction procedures to start construction in 2025 and the first months of 2026.
Hanoi City requires units to review and publicize the list of land plots for social housing development without investors, and at the same time coordinate with the Department of Finance to speed up procedures for approving investment policies and selecting investors to implement projects according to regulations.
Assign the Management Board of High-Tech Parks and Industrial Parks to contact and discuss with the Hanoi City Labor Federation to agree on contents related to the development of workers' accommodation, as well as update social housing development targets by 2030.
The Department of Planning and Architecture is assigned to preside over and coordinate with the Department of Construction to continue reviewing and supplementing urban planning and industrial park planning, ensuring sufficient land funds for the development of social housing, including workers' accommodation and housing for the people's armed forces. Hanoi will strictly implement the regulations on land allocation for social housing development in industrial parks and 20% of land allocation for commercial housing projects and urban areas according to the provisions of law.
The Hanoi People's Committee requests units to strengthen urging, promptly remove difficulties in the process of establishing and approving investment projects, site clearance, and land allocation. At the same time, guide and simplify administrative procedures on construction investment to support and encourage investors to speed up the progress of social housing construction, promptly implement and complete projects that have started construction or have been allocated land but have not been implemented.
