On March 24, the Office of the Hanoi People's Committee issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at a meeting to listen to a report on the implementation of 5 concentrated social housing areas in the city.
Accordingly, Vice Chairman of the City People's Committee Duong Duc Tuan agreed to conclude and direct the Department of Construction and the city's departments, branches and related units to enhance responsibility, innovation and creativity in how to solve work, improve the quality of consultation work; identify the development of social housing, focusing on concentrated social housing areas as an urgent task that needs to be focused on, promoted quickly and strongly in the coming time.
For the two construction investment projects, Tien Duong 1 Social Housing Area and Tien Duong 2 Social Housing Area, the City People's Committee requested the Department of Construction, the Department of Finance, the People's Committee of Dong Anh District and related units to focus on accelerating the progress of construction investment, implementing procedures according to the "green channel", shortening processing time for work procedures.
Request the Department of Construction and the Department of Finance to closely coordinate and have a plan to complete the selection of investors by May 15, 2025 at the latest. On that basis, the Department of Construction is responsible for guiding and urging investors after being selected, promptly completing the work of establishing investment projects, implementing designs, and striving to start construction in September 2025.
Assign the Department of Planning and Architecture to determine the boundaries and scope of the land to implement 2 investment projects. On that basis, the Department of Agriculture and Environment will hand over the boundary markers to the People's Committee of Dong Anh district, to be completed in March 2025.
Assign the Department of Finance to guide the People's Committee of Dong Anh district on budget allocation, use of district-level budgets or advance payment from the City Development Investment Fund to immediately organize the implementation of compensation, support, and resettlement work, to be completed in March 2025.
Assign the People's Committee of Dong Anh district to urgently carry out land acquisition and deploy site clearance for the two land plots for the construction of Tien Duong 1 and Tien Duong 2 social housing in August 2025 to create a clean site, serving the goal of starting construction in September 2025.
For 3 investment projects to build a concentrated social housing area in Dai Mach commune, Dong Anh district and Tien Phong commune, Me Linh district; Co Bi commune, Gia Lam district; at plot land C1-5 of the S5 Urban Zoning Plan in Ngoc Hoi, Dai Ang, Lien Ninh communes, Thanh Tri district and Khanh Ha commune, Thuong Tin district, the Hanoi People's Committee assigned the Department of Construction to carefully study the content of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing.
Assign the People's Committees of Dong Anh and Gia Lam districts to use district-level budgets to organize the implementation of the detailed planning at a scale of 1/500 for concentrated social housing areas in Dai Mach commune, Dong Anh district and Tien Phong commune, Me Linh district; Concentrated social housing areas in Co Bi commune, Gia Lam district, to be completed before July 1, 2025.
For land plot C1-5 of the S5 Urban Zoning Plan in Ngoc Hoi, Dai Ang, Lien Ninh communes, Thanh Tri district and Khanh Ha commune, Thuong Tin district, the Department of Planning and Architecture shall comply with the direction of the City People's Committee in Notice No. 533/TB-VP dated November 14, 2024, and report to the City People's Committee in March 2025.
