On March 19, the Hanoi Department of Planning and Architecture organized a conference to collect opinions on the 100-year vision of Hanoi Capital Planning.
This is identified as an important step to complete the strategic project, shaping the long-term development space for the Capital.
Before the proposal of Lang Ward People's Committee to provide more specific information on the policy of urban reconstruction and population expansion in the context that the ward has a very high population density (about 40,000 people/km2) with 81 old apartment buildings, Mr. Nguyen Trong Ky Anh, Director of the Department of Planning and Architecture, explained specifically.
According to Mr. Ky Anh, recently there has been a lot of information that Hanoi will relocate people from the inner city area, along with seemingly specific figures, such as the relocation of 860,000 people.
Never before have the city's functional agencies announced such data. This is inaccurate information," Mr. Ky Anh affirmed.
Mr. Ky Anh emphasized that the upcoming restructuring will be reviewed on the basis of inheriting the researched contents, for example, Decision No. 1668/QD-TTg approving the adjustment of the Hanoi Capital General Plan to 2045, vision to 2065, socio-economic development plan.
Those are the basic contents that we will have to inherit. In this reconstruction, we will have to consider the extent of inheritance, there are areas that can be completely cleared to solve the problem of space organization, planning orientation issues, land reserve issues..., but it does not mean that all existing residents in the areas will be completely relocated," Mr. Ky Anh said.
The Director of the Hanoi Department of Planning and Architecture also said that the 860,000 data mentioned by functional agencies is data provided to establish a basis for the economic orientation for Hanoi, not to statistically determine the population that will have to be relocated from the city center area in the near future.

The planning project orients development goals as follows: In the 2026-2035 period, Hanoi's average GRDP growth will reach over 11%/year. By 2035, the GRDP scale will reach about 200 billion USD, and the average GRDP per capita will reach at least 18,800 USD. Hanoi will become a green, smart, and modern city.
In the period 2036-2045, the city maintains an average GRDP growth rate of over 11%/year. By 2045, the GRDP scale will reach about 640 billion USD; GRDP per capita belongs to the high group in the region, at least 42,000 USD.
In the period 2046-2065, the average GRDP growth rate is over 5%/year. By 2065, the GRDP scale will reach about 1,920 billion USD; GRDP per capita belongs to the high group, at least 95,000 USD.
One of the 11 groups of breakthrough solutions proposed in the master plan is comprehensive and selective urban reconstruction. Accordingly, the project orients research on renovation and urban reconstruction (positive renovation, adaptive reconstruction) of the central area associated with the Red River scenic avenue axis; renovation, reconstruction, preservation and promotion of cultural and historical values of the Old Quarter (36 streets), old streets (French street), old areas, old apartment buildings.
In addition, the city will renovate and rebuild the West Lake area and surrounding areas, relic and heritage areas (Thang Long Imperial Citadel, Co Loa, Temple of Literature - Quoc Tu Giam and surrounding areas,...), and at the same time expand the renovation, reconstruction, and restructuring of Ring Road 1, Ring Road 2, Ring Road 3 areas and spread to urban and rural areas.
