On June 9, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong signed and issued Document No. 3375/UBND-NNMT on strengthening land management, urban management, and construction order in Hanoi city.
Accordingly, the City People's Committee requests the People's Committees of districts, towns and cities to focus on leading and directing the strict maintenance of discipline and administrative discipline; ensuring regular, continuous operation, without interruption, without affecting the activities of agencies, units, people and enterprises.
In particular, the People's Committees of districts, towns and cities focus on directing land management, environment, public investment, and construction in the area; improving the effectiveness of urban management, ensuring urban order and civilization.
Districts and towns should strengthen inspection and examination of compliance with legal regulations on land management, environment, public investment, construction... in the area; not to take advantage of the time of restructuring the apparatus and administrative units to violate; regularly publicize cases of violations of land, environment, construction laws and the situation and handling results of competent state agencies.
The Department of Agriculture and Environment and the Department of Construction, based on their functions and tasks, focus on inspection, examination, and guidance for the People's Committees of districts, towns, and cities to inspect, detect, and strictly handle violations of land, environment, construction, etc. to ensure compliance with legal regulations.
The two Departments synthesize information and report to the City People's Committee according to regulations; propose handling responsibilities for local cadres and civil servants who have committed violations of the law on land, environment, construction, etc.
Review and proactively advise on the development and promulgation of legal documents in the fields of land, environment, construction... under the authority of the City People's Council and People's Committee in the direction of: Regulating the unification of the application of a number of policies on land, environment, construction..., regulating the application of specific policies in localities after the arrangement; regulating the transition of policies, ensuring no interruption, no creating legal gaps, affecting the legitimate rights and interests of individuals and organizations
Units proactively research and propose the development of regulations and coordination mechanisms, working between departments, branches and commune-level People's Committees on land, environment, construction, etc. The assignment and decentralization of management, attaching specific responsibilities to relevant collectives and individuals.
The City Inspectorate is responsible for advising and proposing inspection and examination plans to promptly detect and strictly handle organizations and individuals who violate land management, use, environment, and construction.
The City Police strengthen coordination with all levels and sectors to regularly grasp the situation and public opinion, update and handle reports and denunciations of crimes; promptly advise, handle, resolve, ensure political security and social order and safety before, during and after the arrangement of administrative units.
Timely detect and handle violations of laws on land, environment, construction... especially in areas with high potential risks, border areas, areas where local authorities show signs of lax management.
