Accordingly, the City People's Committee assigned the Commune People's Committees to fully perform the tasks prescribed in Decree No. 175/2024 and Decree No. 140/2025 of the Government. At the same time, the People's Committees at the commune level are required to take full responsibility before the law and the City People's Committee for the management of construction order in the area under their charge.
Commune-level People's Committees need to enhance the role and responsibility of leaders; strengthen inspection of public duties, strictly handle cases of lax management;
Regularly inspect, detect, and promptly handle violations of construction order; organize enforcement of violating works; check the conditions for starting construction works; review backlogged works, continue handling or recommending competent authorities to resolve them.
The Department of Construction is responsible for urging and guiding the People's Committees at the commune level to conduct inspections and handle violations; inspect the management work of the People's Committees at the commune level; promptly advise and report to the City People's Committee on remedial measures, recommend reviewing the responsibilities of organizations and individuals with signs of management laxity; summarize difficulties and problems in the implementation process and propose handling directions.
The City Police coordinate with the Department of Construction and the People's Committees at the commune level in managing construction order; directing the Commune-level Police to grasp the situation, promptly reflect and report violations of construction order; ensure security and order during the enforcement process; investigate and strictly handle violations according to the provisions of the Law on Criminal Procedure; perform tasks assigned by the Chairman of the City People's Committee.
The City People's Committee also assigned relevant departments, branches and sectors to closely coordinate with the Department of Construction and the People's Committees at the commune level in managing construction order; take responsibility for the content of work in the assigned fields; at the same time, summarize difficulties and problems, send them to the Department of Construction for timely guidance and resolution.
