On July 8, the Hanoi People's Committee issued Official Letter No. 3969 on reviewing and developing a comprehensive plan to handle surplus headquarters in the city.

Accordingly, based on Official Dispatch No. 3794/UBND-KT dated June 28, 2025 of the City People's Committee and the instructions of the Ministry of Finance in Official Dispatch No. 10020/BTC-QLCS dated July 4, 2025, the City People's Committee requests the People's Committees of communes and wards to urgently complete the arrangement, arrangement of public assets and handling of surplus houses and land in July 2025.

Based on the results of the review from the grassroots level, the City People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to develop a comprehensive plan to handle surplus headquarters in the area.

The content of the plan includes arranging and rearranging working headquarters for agencies under the City and the Central Government; converting the function of surplus headquarters into medical and educational facilities... The overall plan needs to ensure the principles of synchronization, efficiency, long-term savings, stability and completion in August 2025.

The Department of Finance is also a unit that coordinates with central agencies and units located in the area to grasp the needs for arranging working offices and the situation of surplus offices; thereby synthesizing and advising the City People's Committee on appropriate solutions.
