Accordingly, type II urban areas include: the city center area (after transition including Hong Bang, Hong An, Le Chan, An Bien, Ngo Quyen, Gia Vien, Hai An, Dong Hai, Kien An, Phu Lien, Hung Dao, Duong Kinh, Nam Do Son, Do Son, An Duong, An Hai, An Phong wards); the former Thuy Nguyen city area (after transition including Thuy Nguyen, Thien Huong, Hoa Binh, Nam Trieu, Bach Dang, Luu Kiem, Le Ich Moc wards, Viet Khe commune); the former Hai Duong city area (after transition including Hai Duong, Le Thanh Nghi, Thanh Dong, Nam Dong, Tan Hung wards and the area of the former Hai Duong city belonging to Viet Hoa, Thach Khoi, Tu Minh, Ai Quoc wards); the former Chi Linh city area (after transition including Chu Van An, Chi Linh, Tran Hung Dao, Nguyen Trai, Tran Nhan Tong, Le Dai Hanh wards); the former Kinh Mon town area (after transition including Kinh Mon, Nguyen Dai Nang, Tran Lie
For type III urban areas, the city decided to announce areas belonging to the area of old towns such as: An Lao, Truong Son, Nui Doi, Tien Lang, Vinh Bao, Lai Cach, Nam Sach, Cam Giang, Ke Sat, Gia Loc, Thanh Mien, Tu Ky, Ninh Giang, Phu Thai, Thanh Ha, Cat Hai and some communes that were previously recognized as meeting the criteria of type V urban areas, now identified according to the scope of new administrative units after transition.
Along with that, the City People's Committee also announced a list of 45 wards meeting the urban development level according to regulations for administrative units in urban areas, corresponding to the urban infrastructure development level of type II and type III. This announcement is an important legal basis for localities to build, review and implement urban development programs, synchronous infrastructure investment plans, and improve urban quality in the new period.
The City People's Committee assigned the Department of Construction and People's Committees of wards, communes, and special zones to, based on Resolution No. 111/2025/UBTVQH15, organize the review, adjustment or new development program, urban development plan; periodically assess urban quality; publicize urban development targets for each stage.
The Department of Construction is responsible for guiding and urging localities to implement; promptly advising the City People's Committee to handle issues beyond its authority; and at the same time presiding over reviewing and supplementing research on urban system development in the General Plan of Hai Phong City to 2050, vision to 2075, ensuring effective exploitation of advantages and new development space associated with the two-level local government organization model.
