The project to invest in the construction of a road connecting National Highway 5 with National Highway 10 has been approved for investment policy by the City People's Council with the goal of forming a new road connecting the central area with the southern communes and wards of the city as well as connecting between National Highways 5 and 10. Thereby, helping to transport goods and passengers, ensuring traffic safety, contributing to reducing traffic accidents, and reducing the load on the road connecting from the city center of Hai Phong to neighboring wards and communes.
The project also creates favorable conditions to encourage and attract domestic and foreign investment capital to invest in local socio-economic development in particular and Hai Phong city in general, promoting socio-economic development of the city as well as ensuring security and national defense.
The project has a total investment of more than 5,300 billion VND, the implementation period is 2025-2029, using city budget capital. The section passing through Phu Lien ward has a recovered area of about 28.2 ha, including agricultural land, annual crop land, residential land, traffic land, and irrigation land. In which, for agricultural land alone, there are 336 households using land under project recovery.
At the conference, the Compensation, Support and Resettlement Council implementing the project announced land recovery to each household with land subject to recovery to implement the project. Compensation and support are applied according to the land price list issued by the city along with other support regimes according to regulations.
Mr. Pham Van Dien - Deputy Secretary of the Party Committee, Chairman of the Ward People's Committee - emphasized: the investment project to build the road connecting National Highway 5 with National Highway 10 is a traffic infrastructure project of great significance, contributing to completing the traffic network, creating motivation for socio-economic development and urban embellishment in the area.
The implementation of land acquisition, compensation, support and site clearance ensures publicity, transparency, and proper procedures according to the provisions of law, ensuring the legitimate rights of the people. Households supervise the performance of tasks by the team of officials, civil servants, and public employees of the ward in the project implementation process, promptly reflect arising issues for consideration and resolution according to regulations. The Chairman of the Ward People's Committee hopes that households will agree and well comply with the land acquisition policy, support and create conditions for the project to be implemented on schedule, contributing to building an increasingly developed locality.
