In the period 2026-2030, the city is expected to start construction of 25 projects with a scale of about 32,448 apartments. The city has 12 20% land funds belonging to commercial housing projects and urban areas that have investment policies, and is selecting investors with a scale of about 14,103 apartments, expected to be completed after 2030. Regarding rental housing, the total housing fund currently available in Hai Phong is 744 apartments, with rental prices ranging from 59,000 to 105,000 VND/m2/month.
The city has developed a social housing development project to solve the housing needs for about 5,700 households in old apartment buildings that are degraded and cannot be repaired in the inner city area. To date, many key projects are being accelerated in progress such as the Lac Vien General Warehouse 3 Project, Cau Rao 2 Urban Area, New Urban Area and urban embellishment in Dong Hoa; in which, the social housing project in alley 75 Ly Thanh Tong (Do Son) has been completed and relocation and safe accommodation arrangement for households have been organized.
In the period 2026-2030, the demand for housing development and the rental segment in Hai Phong will increase due to the synergistic impact of mechanical population growth, attracting migrant workers, relocating the apparatus after administrative boundaries are merged, and expanding the conditions for enjoying social security policies. Therefore, the city prioritizes developing long-term rental housing models at reasonable prices, distributing adjacent to industrial parks, and connecting with the public transport-oriented urban development model (TOD) to minimize travel costs and avoid supply-demand mismatch.
In the immediate future, the city is developing a project, expected to use about 4,300 billion VND from the local Housing Fund to buy about 4,256 social housing units at projects being implemented (such as General Warehouse 3 Lac Vien, Cau Rao 2 project, social housing project XH1, XH2 Le Chan ward, social housing project Dam Bac Giang, social housing project new urban area east of Chi Linh) to use as rental housing, creating conditions for implementing the program to eliminate old apartment buildings in the city.
In the long term, Hai Phong assigned the Department of Construction to study using the local Housing Fund to create a centralized rental housing fund in the direction of social security, prioritizing vulnerable groups, workers and workers in industrial zones and clusters. The city also studies financial support mechanisms from the budget and local Housing Fund to directly support the purchase price and rental price of social housing, ensuring it is suitable for the actual income of each target group.
