According to Decision No. 3642/QD-UBND, Hai Phong City People's Committee allows the conversion of the land use purpose of 51,792.8m2 of rice land in Duong Kinh ward to non-agricultural land.
At the same time, the city allocated 65,784.5 m2 of land that has been recovered and cleared to HTM Infrastructure Development Investment Joint Stock Company to implement the urban embellishment project in Hai Phong residential area according to the detailed plan and approved investment project.
In the total allocated area, residential land accounts for 28,490.5 m2. This area is allocated land by the state with land use fees collected, with a term of 50 years from the date the City People's Committee issues a decision to allocate land for project implementation.
In addition to the residential land area, the project also has 3,020.5 m2 of public land for kindergarten construction; 6,469.2 m2 of green land; 27,504.3 m2 of traffic - parking land and 300 m2 of technical land, serving the wastewater treatment area.
For public land areas, green trees, traffic - parking lots and technical areas, the city allocates land without collecting land use fees.
HTM Infrastructure Development Investment Joint Stock Company is responsible for investing and building the project in accordance with the plan and approved investment project. After completion and acceptance, the enterprise must hand over the land and green items, traffic - parking lot, technical area to Duong Kinh Ward People's Committee for management, operation and common use according to regulations.
HTM Infrastructure Development Investment Joint Stock Company must use land for the right purpose, area, and boundaries assigned; fully fulfill financial obligations and comply with regulations on land, environment, investment, and construction in the project implementation process.
Regarding the public land for kindergarten construction, the enterprise is responsible for handing it over to the City Land Fund Development Center to select other investors to implement the independent kindergarten project.
Duong Kinh Ward People's Committee is assigned to regularly inspect and supervise the land use and project implementation of enterprises. In case violations are detected, they will be handled according to regulations.
