The conference was attended by 5 households currently using agricultural land subject to recovery for project implementation. The households did not agree with the compensation and support plan; proposed to review the origin of the land and supplement additional compensation and support amounts.
In the spirit of democracy and publicity, leaders of Phu Lien Ward People's Committee and specialized agencies listened, and at the same time explained and clarified the contents reflected and proposed by the people. Through reviewing land management records and related documents, the area that households are using is agricultural land. The draft plan for compensation and support for site clearance has been developed by functional agencies and fully applied the regimes and policies according to the provisions of law, ensuring the legitimate rights and interests of land users.
Concluding the dialogue, representatives of the Ward People's Committee leaders shared the difficulties of households with land subject to recovery to implement the Project to invest in the construction of the road connecting National Highway 5 with National Highway 10 section passing through the ward. When carrying out site clearance work, the ward fully applies the regimes and policies that people enjoy in accordance with the law.
Regarding the proposed contents, the ward leaders requested households to provide relevant documents and materials for specialized agencies to review, consider, and supplement compensation and support plans if conditions and legal basis are sufficient. Along with that, they hope that households will agree, support, and soon hand over the site so that the project can be implemented on schedule, contributing to completing transport infrastructure, serving the socio-economic development goals of the locality and the common interests of the community.
It is known that the project to invest in the construction of the road connecting National Highway 5 with National Highway 10 section passing through Kien An area (Kien An ward, Phu Lien and Kien Thuy commune) was started on May 14, 2026. The scale of the project to build a new road connecting National Highway 5 - National Highway 10 section from Bui Vien street to Hanoi - Hai Phong expressway is about 7.46 km long, roadbed width 43.5:50.5m, each direction 3 car lanes and 1 side road strip; road surface width 22.5 m... The project also builds 1 bridge across the Da Do River made of prestressed reinforced concrete, with a length of about 129.2 m, a width of 40.5 m; intersections on the route and many other items.
The total investment of the project is 5,273.435 billion VND from the city budget, implemented until 2029. The site clearance for the National Highway 5 - National Highway 10 connecting road project in Phu Lien ward is being focused on being implemented for both agricultural land, residential land and tomb land within the project area.
