According to the general planning of Hai Phong City until 2040, with a vision to 2050 approved by the Prime Minister, the area on the southern bank of Cam River (from Mom Thuy Hoa to Nguyen Trai Bridge, Ngo Quyen District) formerly Hoang Dieu Port with an area of nearly 64 hectares will be developed into a riverside park combined with a sports center, Hai Phong Port museum and other public works.
According to Decision 323/QD-TTg dated March 30, 2023, the area is identified as public land - urban services, urban trees combined with sports centers. The 1/2000 scale zoning plan of Ngo Quyen district until 2040 also states the function of land use in Hoang Dieu Port area including public green land, mixed land, services, culture and parking lot.

The adjustment of nearly 64 hectares of land areas extends from the city conference center to Nguyen Trai Bridge to improve the quality of life, improve the environmental landscape and in accordance with the orientation of sustainable urban development. In order to ensure the feasibility and compliance with the regulations, the People's Committee of Ngo Quyen district has organized opinions from agencies, organizations, individuals and communities related to the detailed planning project of 1/500 scale to implement the above projects.
Earlier, at the end of December 2024, Hai Phong City started the construction project of Nguyen Trai Bridge construction and urban embellishment in the surrounding area. In particular, the construction of Nguyen Trai bridge consists of 4 motor lanes, designed as a cable -stayed bridge, the bridge has a length of nearly 1,500 m, particularly the between the width of 300m wide, the widest compared to the bridges in Hai Phong. 2 111m high tower pillars form 2 sails reaching out, showing the aspirations of Hai Phong City "reaching out to the sea". The intersection of the intersection with Le Thanh Tong street has modern architecture; Expanding Nguyen Trai road from 18 m to 50.5 m, connecting to Le Hong Phong and Cat Bi International Airport. The project has a total investment of more than VND 6,235 billion, expected to be completed in 2027.

Meanwhile, the north bank of Cam River is oriented to develop into a modern new urban area, creating an image of a dynamic urban, symbolizing the development of the new period. In 2017, the city started the investment project on construction of technical infrastructure of the new urban area of Bac Cam River with a scale of more than 324 hectares, of which the Hoang Van Thu Bridge was built across the Cam River. Next, Hai Phong has invested in building the City Political - Administrative Center and the City Convention - Conference Center in the above area, so far has basically been completed and prepared to put into use.
The combination of the ancient urban area on the South Bank with the values of heritage, culture, tradition and modern new urban area on the North Bank creates a unique blend, both developing and preserving the unique identity of Hai Phong - a historic, dynamic and traditional port city.
