At the 26th session of the 16th Hai Phong City People's Council, delegates passed a resolution to adjust projects and works expected to require land acquisition, projects expected to require changing the purpose of using rice-growing land and protective forest land in the city.
Accordingly, 22 works and projects are expected to have to reclaim land, projects are expected to change the purpose of using rice-growing land, special-use forest land, protective forest land, and production forest land in the city in 2025. These projects are implemented in 6 districts, Do Son, An Duong, Hai An, Kien Thuy, Cat Hai, An Lao. Expected land area to be recovered: 826.47 ha. The area of rice-growing land expected to change purpose is 262.16 ha; protective forest land is 10.85 ha.
Of the 22 works and projects, there are 3 parks and green trees whose land has been reclaimed, including the Dam Ngoc Flower Garden Project of 1.04 hectares, the Ngoc Xuyen Ward Flower Garden of 0.85 hectares (in the same Do Son District) and the Nam Son Green Flower Garden (An Duong District) of 2.7 hectares. The land for investment in the construction of social housing (a trade union institution project in Hai Phong) located in Le Loi ward, An Duong district is also on the list of 4.8 hectares to be reclaimed.
The city also adjusted the land area expected to be recovered for the project to invest in the construction of technical infrastructure and business management of Tan Trao Industrial Cluster, Kien Thuy district. This project has a reclaimed area of 49.7 hectares according to the content of Resolution No. 07/NQ-HDND dated April 23, 2024, now adjusted to reclaim 49.97 hectares.
The City People's Council assigned the City People's Committee to direct departments, branches, sectors and relevant agencies and units to implement the Resolution to ensure compliance with legal regulations; only implement land recovery and conversion when the projects and works have full conditions and are in accordance with the prescribed procedures. The process of reclaiming land must ensure publicity, transparency, land use for the right purpose, economy, safety, efficiency, meeting the requirements of ensuring food security and environmental protection, correctly and fully according to the provisions of law, not causing loss of property, state budget, or land waste.
The City People's Committee reviews and accurately determines the actual needs, location, boundary, area, origin, current status and land management and use process within the scope of projects and works before organizing implementation. Along with that, review the current status, remove from the list of unfeasible projects and works, projects, works or areas that have been reclaimed, converted, converted rice fields, forest land and converted forest use purposes before being approved and permitted by competent state agencies, ensuring compliance with legal regulations.
