Over the past time, social housing development in Hai Phong has achieved many positive results. However, the appraisal, purchase, sale, and lease at some projects are still inadequate such as complicated dossier procedures, illegal brokerage arising, information disclosure not being timely, and post-inspection work is still limited, posing a risk of policy fraud.
The Chairman of the City People's Committee assigned the Department of Construction to regularly urge the progress of social housing projects, ensuring the completion of targets according to the plan; guide organizations and individuals to properly implement legal regulations on management and use of social housing. At the same time, inspect the preparation and appraisal of investor price plans before announcing them according to regulations; be responsible for urging investors to publicly announce information about social housing projects and send project information to the Department of Construction and the People's Committee of the commune where the project is located for announcement according to regulations.
The Department arranges a standing department to guide people's dossiers; regularly inspects and summarizes the number of social housing apartments sold and leased at projects to publicize on the Department's Electronic Information Portal. Along with that, preside over the implementation and guidance of internal procedures for reviewing social housing purchase registration dossiers, strengthen coordination with relevant departments, branches, and localities to minimize people's travel time. The Department of Construction organizes inspections and verification of eligible subjects, eligible to enjoy policies; limits the situation of one subject submitting dossiers at multiple projects; notifies the list of eligible subjects to investors on time as prescribed; strengthens post-inspection in the process of buying and selling social housing.
The Chairman of Hai Phong City People's Committee also assigned the Department of Construction to be the standing agency, presiding over monitoring, urging, and summarizing the situation of social housing deployment in the area, and promptly reporting to the City People's Committee for direction.
The Department of Agriculture and Environment directs the Land Registration Office and its affiliated Branches to receive applications for confirmation of housing conditions from people. The receipt of dossiers must be recorded in minutes, clearly stating the receipt time, time and place to return the results. The Department of Agriculture and Environment is responsible for carrying out confirmation of housing conditions for people within a period of no more than 7 days from the date of receiving complete dossiers as prescribed.
The City Police directed the Police of communes, wards, and special zones to confirm the income conditions for cases without labor contracts according to the provisions of Clause 2, Article 1 of Decree No. 261/2025/ND-CP of the Government, ensuring a settlement period of no more than 7 days from the date of receiving the application. At the same time, directing functional forces to strengthen grasping the situation, promptly investigate and strictly handle cases of illegal brokerage, fraud and appropriation of property, and manipulation of dossiers for social housing purchases according to legal regulations.
The City Inspectorate strengthens periodic and unscheduled inspections of compliance with legal regulations in the implementation of social housing projects and activities.
The City Tax Department coordinates to provide complete and timely tax information of people registering to buy social housing to the Department of Construction and the City Inspectorate to serve post-inspection work. The City Social Insurance Agency confirms subjects and income for cases receiving pensions; provides insurance information of people registering to buy social housing according to regulations.
Investors of social housing projects accelerate progress, soon complete and put projects into business; strictly implement the order and procedures for buying, selling, leasing, and lease-purchasing social housing according to regulations. At the same time, fully disclose project information at least 30 days before receiving applications; guide people to prepare complete applications; arrange reasonable dossier receiving points, and encourage the application of digital technology in receiving and processing applications.
In case the number of applications exceeds the number of apartments, the selection of subjects must be carried out by public draw, with the supervision of functional agencies. The investor is not allowed to collect deposits against regulations, ensuring the determination of selling price and lease-purchase price in accordance with legal regulations.
People who need to buy social housing should proactively learn about legal regulations, access information from official channels and submit dossiers directly to investors; declare truthfully, only submit dossiers at one project and use social housing for the right purpose and in accordance with regulations. Violations will be handled according to legal regulations.
